About the Position:
US. Army Acquisition Support Center (USAASC) is a Direct Reporting Unit that supports the Army's acquisition mission through superior personnel development systems and management support capabilities, enabling the most effective and efficient equipping of the Nation's forces while maintaining an internal culture of constant organizational improvement.

As a Research, Development, and Acquisition (RDA) Program Damage Assessment Specialist within USAASC you will work in a liaison office located within the Directorate, Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)). In this position you will: Provide RDA damage assessment and cyber security policy expertise; advise senior leaders on assessments; develop and institutionalize RDA damage assessment policy; design and apply risk management approaches to discover damages to RDA programs caused by cyber intrusions and recommend solutions to mitigate the risk; and ensure all policies and procedures within the RDA damage assessment program are symbiotic with DoD policy.

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.

This is an Expedited Hiring Authority for an Acquisition position.

This position may be extended up to 5 years.

This is a Defense Acquisition Workforce Improvement Act Career Field Position.

This position may be noncompetitively converted to a permanent position after 2 years.

Moving expenses are not authorized based on a determination that it is not in the best interest of the Government.

This position may be eligible for regular and recurring Telework, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

Salary includes applicable locality pay or Local Market Supplement.

DUTIES:
Provide RDA damage assessment and cyber security policy expertise

Advise senior leaders on RDA damage assessments

Develop and institutionalize RDA damage assessment policy

Design and apply risk management approaches to discover damages caused by RDA and recommend solutions to mitigate the risk

Ensure all policies and procedures within the RDA damage assessment program are symbiotic with DoD policy.

QUALIFICATIONS REQUIRED:
Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: Knowledge of and experience with cyber damage assessment activity, policy and procedures; Knowledge of program protection concepts, cyber security information assurance and acquisition policy; and experience developing and implementing risk management strategies.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas

Knowledge of cyber damage assesment activity, policy and procedures

Ability to assess cyber damage

Knowledge of program protection concepts, cyber security information assurance and acquisition policy

Ability to develop and implement risk management strategies

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

Time in Grade Restriction: Must have 52 weeks of Federal service at the Next Lower grade (or equivalent).

This is a Defense Acquisition Workforce Improvement Act Career Field Position.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II in Acquisition Career Field Program Management within 24 months of entrance of duty.
