To supervise operations at a recreation facility.

Essential Job Functions:

Schedules, assigns and directs activities of regular, full-time center personnel; serves as backup to personnel. Researches program and facility cost/benefit data, revenues generated, number of participants, fees collected, accounts receivable, and other information; compiles information into reports; analyzes data and recommends additions, deletions and changes to new and existing programs or facilities; ensures programs meet community needs; implements approved changes. Writes and maintains operational procedures manual for center; implements upon approval. Collects or supervises the collection of fees; issues receipts; maintains records of fees collected; makes or ensures deposits of fees collected. Conducts surveys and studies, collects information, analyzes data, and prepares narrative and statistical reports. Monitors expenditures to ensure budgeted amounts are not exceeded; prepares tentative annual budget figures for center. Monitors equipment condition and center equipment needs; recommends the purchase of major equipment; prepares bid specifications and requisitions for new equipment; prepares purchase requisitions for supplies. Receives, investigates, and resolves inquires and complaints from the public. Contacts outside agencies to arrange special programs for center participants; selects contractual personnel to provide instruction for specific activities. Plans, schedules, and directs conferences, festivals, tournaments, and other special activities held at the center. Directs or performs maintenance and repairs of center facilities and equipment, including lawn and grounds and swimming pools; notifies appropriate employee of major maintenance projects needed. Ensures the safety of employees and center participants. Teaches classes or clinics; provides training to center staff in coaching or officiating procedures. Administers basic first aid, including cardiopulmonary resuscitation (CPR), to injured individuals; telephones emergency personnel for individuals requiring medical attention; completes appropriate paperwork. Develops and disseminates information to the public regarding center programs; attends meetings of various agencies or community groups to provide information regarding center programs and to exchange information regarding community needs. Monitors behavior of center participants and visitors to ensure that center rules, City ordinances, and other policies, procedures, and laws are obeyed. Provides counseling to center participants on a limited basis. Administers discipline to center participants as required, including suspension; notifies or visits parents to discuss discipline problems. Compiles employee payroll information. Operates a computer with spreadsheet and word processing software. Operates a City pool automobile in the performance of essential job functions.
SUPERVISORY RESPONSIBILITIES: Office Assistant II, Parks Maintenance Worker, Recreation Programmer, and Recreation Programmer - Senior.

Minimum Qualifications and Additional Requirements:

These knowledge, skills, and abilities are usually, although not always, acquired through the completion of an Associate's degree or two (2) years of college coursework in Parks and Recreation Management, Recreation Administration, Parks Administration, Leisure Sciences, Physical Education, or a related area, two (2) years of experience in directing athletic or recreational programs, or a related area, and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.
