Performs intermediate professional and administrative work administering the County Recycling Program and Ordinance, preparing and administering grants, coordinating special waste recycling programs, coordinating cooperative regional recycling efforts, monitoring recycling activities, and related work as apparent or assigned. Work is performed under the limited supervision of the Senior Planner. Leadership is provided to volunteers.
Examples of Duties:
Develops, implements and manages the recycling and hazardous waste programs; develops associated polices and procedures.
Responds to public inquiry, complaints and requests for information; assists citizens, municipalities and businesses on proper methods and requirements for recyclables collection; serves as primary contact between County and local governments.
Provides recommendation for ordinance revision and amendment.
Prepares and administers recycling grants from the Wisconsin Department of Natural Resources supporting recycling.
Prepares and submits applications and final reports to the Wisconsin Department of Agriculture, Trade and Consumer Protection.
Administers the Community Recycling Grants; distributes funds to member communities.
Produces newsletters for distribution to households and businesses within the County regarding recycling.
Develops, coordinates and presents public information and education on waste reduction, reuse and recycling.
Coordinates various public relations aspects including press releases to newspapers, radio and television.
Prepares and staffs the recycling display at various County events.
Plans and implements special waste collection program events for tires, appliances, electronics and agricultural hazardous waste.
Develops special waste collection contracts and service terms.
Develops and coordinates cooperative regional recycling efforts with neighboring Counties and contracted staff.
Develops program budget for the recycling and hazardous waste programs and recycling education fund.
Monitors regional recycling activities and organizations; participates as needed.
Provides staff assistance to the Planning and Zoning Committee.

- Computer/technology proficient including Microsoft Office and website.
Bachelor's degree in environmental science, resource management, or related field and moderate experience working with recycling, or equivalent combination of education and experience.
Thorough knowledge of recycling program principles and practices; thorough knowledge of the current and projected trends in recycling solid waste from residential, commercial and industrial facilities; some knowledge of budget preparation and administration general principles and practices; general knowledge of the principles and practices to promote, implement, and maintain public awareness and citizen involvement programs; ability to understand and follow oral and written instructions; ability to solve problems within scope of responsibility; ability to serve as a representative of the County and speak before citizen group; ability to establish and maintain effective working relationships with officials, other employees and the general public.
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires standing and occasionally requires walking, using hands to finger, handle or feel, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to toxic or caustic chemicals and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
