The

analyst will be required to analyze, review and prepare research, studies and information related to rates, revenues, tariff schedules, service, load and customer data, regulatory filings and/or presentations for management, regulatory and government agencies.

DESCRIPTION OF ESSENTIAL FUNCTIONS

· Assist in the development and processing of filings made by the Company with the Montana Public Service Commission and the Federal Energy Regulatory Commission.
· Assist in the development, analysis and review of information and studies related to rates, revenues, tariff schedules, service, and customer data. This includes associated regulatory interactions pertaining to regulatory filings and other matters.
· Utilize basic personal computer applications (Microsoft® Excel, Word, PowerPoint, etc.) to develop reports and models to aid in expediting research work products, provide data control and improve the accuracy, reliability and deliverability of end products.
· Ensure all activities are accomplished in accordance with prescribed project schedules and deadlines, applicable laws, rules, regulations and codes, and Company policies within approved budgets and using sound research and analytical procedures.
· Work closely with other areas within the Company to gather information for timely and quality completion of projects and to ensure revenues and expenses are properly recorded.
· Prepare various reports as requested by management.
· Represent the company at public and government agency meetings, including testifying before the Montana Public Service Commission and various Montana legislative committees.
· Develop and maintain credible and professional relationships with various state agencies and their staffs.
· Interpret federal and state laws and government regulations affecting the operation of the organization.
· Implement policies and procedures to ensure that the organization is operating in compliance with regulations and those regulatory reporting requirements are met.
· Investigate and resolve problems and respond to questions from internal sources and government regulatory agencies.
· Research and remain apprised of prevailing revenue requirements related rate case practices; advances in research methods; related laws, rules, regulations and pending legislation.
· Coordinate the receipt of required data from other divisions and departments of NorthWestern Energy as required.
GENERAL QUALIFICATIONS

Must be able to demonstrate a good safety record
· Must possess strong interpersonal communication and relationship building skills
· Bachelor’s degree (in Mathematics, accounting, engineering or economics) required, or equivalent of education and experience combined.
· Strong analytical capabilities and a good working knowledge of Microsoft Excel and Word are required.
· Demonstrated expertise in interpreting and understanding federal and state environmental policy and regulations is required
· Ability to work independently and effectively in a team environment
· Excellent oral and written communication and presentation skills
· Demonstrated experience or ability to apply sound principles, theories and concepts to revenue requirements research projects and studies
· Must become proficient with NorthWestern Energy’s policies and procedures, revenue requirement processes, tariffs and related regulatory rules/laws.
