**Your one application will be considered for two vacancies in this section(60042632 and 60042636) ** This career opportunity is with the Department of Health and Humans Services - Division of Medical Assistance (DMA) which manages the Medicaid and Health Choice programs. These positions are located in the Financial Management section of DMA. These positions have the responsibility of managing the rate setting for two different areas within the Rate Setting unit. The first manages the rate setting for Adult Care Homes, Hospice, Home Health, PCS, Private Duty Nursing, CAP Children, CAP Disabled Adults, and CAP Disabled Adults, and CAP Choice; the second manages rate setting for the Hospital and Disproportionate Share Hospital (DSH) programs. These positions communicate with the healthcare providers and federal and state agencies, to interpret complex financial and statistical data, calculating payment rates that are fair and reasonable, administering rate methodologies and insuring compliance with Social Security ACT, CFR, State Plan and other regulations. These positions perform diversified tasks involving maintenance of files, responding to providers and coordinating cost information with the other sections of DMA and other divisions of DHHS .

Knowledge, Skills and Abilities / Competencies:
Candidates must have an in-depth knowledge of accounting theories and principles. The ability to analyze, interpret financial records and evaluate compliance with applicable federal, state and local laws, regulations, practices and concepts, recommend corrective actions when necessary and keep current with developments and trends. Must possess strong analytical and problem solving skills; have the ability to gather, organize, and summarize data within prescribed timeframes, as well as, the ability to review, examine and prepare documents and projections for moderately complex data; present findings and make recommendations for approval. Must be able to develop program procedures and be flexible and adaptable to continually changing priorities. Must have the ability to develop and maintain effective working relationships with government officials, administrators and department personnel and the ability to communicate information to the general public, different levels of management and/or local and state officials. Requires ability to deliver presentations and provider trainings; as well as the ability to work independently and possess the ability to perform job requirements with minimum supervision. Must possess excellent skills in Microsoft Word and Excel; ability to generate special reports using Excel and be able to obtain familiarity with new systems quickly. Prefer two years of experience in the field of healthcare financing and an accounting degree, working knowledge of the Medicaid program, prior experience in current procedural terminology (CPT) or rate setting.

Minimum Education and Experience Requirements:
Bachelor's degree in accounting, banking, finance, business administration, economics, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. If there are no qualified applicants at the posted competency level management may consider applicants at a lower competency level.
