As a recognized company authority, leads large scale/ complex project teams in the analysis of factors and components of systems and processes to manage interrelationships and facilitate change. Detects inefficiencies or conflicts in systems and processes and helps to identify effective improvements. Facilitates communications between customers, SMEs and Technical staff. Participates in various testing functions (i.e. string and acceptance tests) to verify that results are correct.
DUTIES & RESPONSIBILITIES:
Lead effort to elicit, analyze, document, and manage requirements for a software development program. Develop the appropriate requirement specifications for the project and presents these specifications to the relevant stakeholders. Work with the customer to gather, validate, and document their needs. Turn customer's requirements into technical functional specifications that clearly and concisely capture what is required. Work with customer to define product versions in terms of technical specifications, assisting in the prioritization of needs. Continuously evaluate the specifications, working with customer to track issues and revising specifications as needed. Identify risk associated with new or changed customer requirements (e.g. new feature requests), including schedule impact. Provide status reporting as required. Provide meeting support or attendance as required.
Collaborates with customers to gather information, define complex work problems, and designs a system and procedures to resolve problems. Maintains currency in understanding of relevant technologies and subject areas. Identifies emerging relevant technologies that may result in improvements to current processes and systems. As a recognized company authority, oversees the analysis of the most complex problems in terms of management information and conceptualizes proposals that afford maximum probability of profit or effectiveness in relation to cost or risk. Leads functional analysis projects to document complex process steps, tasks and their inter-relationships. Detects problems in how systems are working and creates effective solutions to highly complex problems. Performs very advanced and complex systematic reviews of selected functions to determine application and design of systems or models. Recommends improvements and/or modifications in sequence of operations, equipment utilization and related matters. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel. Develops and updates functional or operating manuals outlining established methods of performing work in accordance with organizational policy. Ensures specifications and user manuals are organized and cover all essential material. Serves as primary client liaison and coordinates with sub-contractors, government personnel, and technical experts. Develops and delivers training and oral presentations, and explains the most complex material in a clear fashion. Provides effective direction and guidance to less experienced staff. May review the work of others and be able to detect errors or needed modifications. Participates in special projects as required.
EDUCATION & EXPERIENCE :
Typically Requires a Bachelor's degree or equivalent, and twelve to fifteen years of related work experience. Masters degree preferred. All experience and education will be in a technical field directly related to the labor category and all diplomas and degrees will be from accredited institutions.
Must be a good listener.
Must be a facilitator, able to build and maintain trust with both the customer and the technical staff.
Must have excellent analytical skills and be able to tell wants from needs and needs from solutions.
Must be able to not only ask good questions, but be able to observe and understand how users perform their job and infer new areas for requirements based on discussions with customers.
Must have excellent writing skills.
Software development experience/knowledge required.
Must be experienced in conducting interviews with stakeholders in order to collect and vet requirements.
Configuration Management knowledge/experience desired.
Should be knowledgeable with DOORS.
Must have current TS/SCI with polygraph security clearance.
Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Some travel may be required.
