The Research Director, School of Public Affairs ( SPA ) is responsible for the overall coordination and day-to-day management of IRAPP’s funded programs in Homeland Security and Federalism. Primary responsibilities of this position shall be personnel management, coordination of faculty, staff, and partner institutions, financial management, marketing and public relations, fiscal oversight and grant compliance and associated periodic reporting. The Research Director is responsible for administering all of the duties and responsibilities of the position.
Essential Duties and Responsibilities
Budgeting and Fiscal Affairs
Maintains and implements project budget in accordance with agency and University guidelines.
Oversees and carries out fiscal issues, including documentation of project match, pertaining to numerous project partners.
Maintains contact with grant program officers and budget officers and other agency contacts as needed.
Ensures that contractual and sub-contractual obligations are fulfilled.
Marketing and Public Relations
Prepares news releases, marketing materials, and public forums to market program.
Collaborates with partner organizations and the community to recruit participants to the programs.
Collaborates with businesses, nonprofit organizations, public officials, and citizens to maintain positive working relationships throughout the partnership, and to generate new partnerships and community buy-in.
Compiles research results and other reports for public dissemination.
Personnel and Program Management
Manages research employees and any other personnel as needed.
Coordinates the activities of graduate and undergraduate students, as well as faculty and staff project contributors.
Coordinates participants from partner organizations on each project.
Oversees all aspects of the project on a day-to-day basis, including long-term strategic planning.
Assists with MPA and academic program administration, and management of graduate assistants working on the project
Grant Compliance and Reporting
Prepares reports to funding agencies in accordance with agency guidelines.
Ensures that grant obligations are fulfilled and/or that necessary approvals for modifications are received from program officers.
Development and Institutional Advancement
Responsible for development research for potential sources of funding for program continuation beyond the initial period.
Develops and submits applications for federal, regional, state, and foundation funding to significantly expand financial resources available.
Works closely with SPA leadership to develop and submit funding requests.
Other Duties and Responsibilities
Strategic Planning and Public Policy Analysis
Develops and executes a long-term plan to maintain and expand program activities.
Evaluates program achievement and needs, and develops new programmatic activities aligned with those needs.
Performs public policy analysis and political science research.
Performs other duties as assigned by supervisor.
The Research Director reports to the Assistant Dean of SPA , the Director, Division of Applied Research, Service, and Policy, as well as project Principal Investigator(s). This position interacts with citizens, government officials, businesses, nonprofit organizations, state, federal, and local government agencies outside the university as well as faculty, staff, and administration at SPA , and with other MSU units as necessary.
Master’s degree in the arts or social sciences-economics, political science, or public administration preferred, other academic areas will be considered. Strong verbal and written communication skills, emphasizing prior homeland security grant work, are required. Legal knowledge, public administration knowledge, and technical writing skills are also desired. 1-3 years experience in program administration, development, or public relations.
Additional Desirable Qualifications
Knowledge of federal grant management and reporting as well as grant development and application.
This position will involve frequent travel and long speaking engagements. The Research Director will frequently be required to work beyond regular office hours. Deadline pressures will require a well-developed sense of teamwork and common purpose.
