The NC Department of Agriculture and Consumer Services provide services that promote and improve agriculture, agribusiness and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2000 employees.
Serve in the role of Assistant Superintendent at Caswell, Cunningham and Lower Coastal Research Stations to coordinate crop research programs (corn, soybean, wheat, tobacco and horticultural crops) with Research Specialists (RS). This includes research plots and rotational crops for these locations. The primary responsibilities of this position are to plan and implement all the assigned research projects and to support the remainder of the station operations with available resources; to develop written production plans for all plantings including field assignments and rotations, fertilizers, lime and pesticide applications, future cropping plans and tillage requirements; to screen annual resource requests to determine specific requirements; to assist and direct the RSs; to maintain all necessary records. This position supervises and trains subordinate employees, assists the superintendent in the interviewing and hiring process and communicates information to clients and staff. Ability to communicate clearly, both orally and in writing, is essential.
Knowledge, Skills and Abilities / Competencies:
Ability to apply scientific knowledge to plan, direct and manage crop research and production programs, including long range planning. Ability to manage the budget as it relates to assigned programs. Ability to evaluate program progress and results to ensure research project objectives are met and to resolve related problems as they arise. Ability to supervise subordinate employees to include participation in human resource functions like recruitment and selection, performance management, and resolution of disciplinary and grievance issues. Ability to arrange and assign work for multiple projects. Knowledge of Good Agricultural Practices. Knowledge of NCDA&CS purchasing procedures and implementation of the safety program.
Preferences: General research experience preferably including supervision. Familiarity with a variety of the research fields concepts, practices, and procedures. Demonstration experience and judgment to plan and accomplish goals.
Minimum Education and Experience Requirements:
Bachelor's degree and two years of general research experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Environment, Natural Resources and Scientific, (Research Branch) has a career-banded compensation plan, which encourages and rewards competency development. Recruitment for this position will target the journey level of the Research Operations Manager class. Salary will be commensurate with the applicant’s competencies, as well as, the budget, equity, and market conditions. For current state employees during the implantation phase of career-banding, this position is considered to be equivalent to salary grade 72. If no qualified applicants apply who meet the required competencies/training/experience requirements, management may consider candidates at the contributing level.
