Research Scientist II
Salary Grade 22
$60,612

The Research Foundation for Mental Hygiene, Inc. is currently seeking a qualified candidate to work full-time and serve as a Research Scientist II in the Office of Performance Measurement and Evaluation in Albany, New York. The incumbent will serve as a lead analyst responsible for extracting and processing information from several client-level data sets to compute and report performance outcome measures for the federal block grant and for state and county budgeting and planning. Current funding for this position goes through September 2013 with anticipated extension through December 2013.

DUTIES

Responsibilities:
The duties of the Research Scientist II will include, but are not limited to, the following:

  • Assist in the development of performance measures, evaluation designs and the selection of appropriate data analysis methodologies
  • Establish procedures, project plans, data bases, spreadsheets and other computer applications as necessary to support project conduct and management
  • Performing appropriate quantitative and qualitative data analysis
  • Conduct complex data extractions and manipulation from multiple large administrative data tables
  • Prepare written and graphical summaries of findings and project activities for internal and external communications/ publication
  • Prepare written descriptions of findings for internal and external communications/ publication, including scientific publications, and public web pages.
  • Develop and maintain effective working relationships with internal and external collaborators
  • Other projects as assigned
QUALIFICATIONS

Minimum Qualifications:
  • A Bachelor's degree and three years of professional research experience in an appropriate field; or a Master's degree in an appropriate field and two years of such experience; or a Doctorate in an appropriate field. Appropriate fields include Psychology, Sociology, Social Work, Public Health, Biostatistics, Economics or a related social science field. Knowledge of statistics and strong written and verbal communication skills are required.
  • Strong analytic and programming skills, including proficiency with SAS and SQL for quantitative statistical analysis and familiarity with multilevel regression modeling and survival analysis.
  • Experience working with large datasets and relational databases in a data warehouse environment
  • Proficient with Microsoft Office suite of products including Access, Excel, Word and PowerPoint
  • Solid organizational and communication skills and the ability to work cooperatively with a wide variety of professional staff
  • Fluency in the English language
  • The ability to work independently
Preferred Qualifications:
The preferred candidate will have experience in both public health and mental health care systems and analytic experience with a variety of populations, diseases, and programs areas. Experience working with SPARCS hospital discharge abstracts and Medicaid claim, encounter and recipient data is strongly preferred. Strong presentation skills and the ability to work with a wide variety of professional staff are necessary. Knowledge of Hyperion is also preferred. Knowledge of geo spatial analysis and mapping is desirable.
