THIS IS A TEMPORARY, PROJECT EMPLOYEE POSITION.
THIS POSITION MAY REQUIRE TRAVEL TO AND BETWEEN CUYAHOGA, LORAIN, MAHONING, STARK AND SUMMIT COUNTIES.

Under the direction of the Access to Recovery (ATR) Government Performance and Results Act of 1993 (GPRA) field supervisor, acts & conducts as a Data Collector for GPRA; in assigned area of the state, independently conducting interviews and research activities pertaining to the ATR (Access to Recovery) participants at intake, 6 month follow up and discharge interview; enters GPRA data within 7 days into ATR-specific web-based system; provides information on the status of GPRA interviews and satisfaction forms to the field supervisor; work collectively with ATR benefit coordinators, providers and staff to coordinate activities.

Prepares records and reports related to 6 months post admission and discharge data collection/infrastructure; create atmosphere of a restricted environment and/or approved Safe-haven to conduct meetings for personal safety; works in collaboration with ATR case managers and review locator information to assist in tracking ATR participants; initiate client contact & communication; meet face to face with clients; ensures that clients complete a satisfaction form at discharge; travel and track hard to reach clients; monitors delinquency lists; maintain secure client files; prepares and sends reminder mailings and place reminder phone calls for GPRA interviews; administer gift cards to clients; collect and maintain data activity with client profile; operates personal computer (laptop) to apply appropriate statistical information.
Collects, organizes & analyzes data to be used in planning projects, in making environmental assessments & justification of monitoring clients performance; keep abreast of legal or technical issue affecting agency operations; prepares records & reports related to ATR research project; reads, interprets & reduces field data charts from laptop computers; prepares correspondence; monitors time schedules and maintain files; complete weekly status reports.
Assist in research goals & projects; performs routine maintenance of equipment; provides information to department staff or related interested parties upon request; plans & develops of GPRA data collection goals related to the ATR-CFR grant; maintain data quality control and work flow processes with the ATR data system.
Attends meetings & trainings as assigned.

Minimum Qualifications:
3 courses or 9 mos. exp. in operational, mathematical, analytical &/or statistical techniques used in problem solving or decision making.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.
Major Worker Characteristics:
Knowledge of operational, mathematical, analytical or statistical research techniques used in problem solving or decision making. Skill in use of personal computer or video display terminal*. Ability to define problems, collect data, establish facts & draw valid conclusions; use research methods in gathering data; prepare meaningful, concise & accurate reports.

Supplemental Information:
This position is Unclassified per ORC 124.11 (A) (29).
This position has varied hours. This position may require travel; must utilize personal vehicle, must maintain valid Ohio Driver's License and insurance.
The final applicant selected for this position will be required to submit to urinalysis prior to an appointment to test for illegal drug use. The State will decline to extend a final offer of employment to any applicant with a verified positive test result. Also, an applicant with a positive test result will not be considered for any position with the State of Ohio for a period of one year.
The final applicant may be subject to a criminal background check.
The maximum duration of employment for this project position will be until September 29, 2014. Should the project work be completed earlier than anticipated, the project employee's appointment/employment may be terminated without notice.
Current Bargaining Unit Employees will have no rights to this position as it is temporary in nature.
