Ensures the leadership and management expertise for activities of the Independent Living Services Department in keeping with the overall goals and objectives of Fraser, Ltd. to ensure quality implementation of services.

Fraser, Ltd Overview:
Fraser, Ltd., by charter is the oldest human service agency in North Dakota established in 1893. Fraser, Ltd provides assistance to children, youth, and adults on their life's journey towards independence. We are seeking caring, responsible, and compassionate individuals to join our team of over 200 professionals. We provide services in 3 areas; Children’s Services, Transitional Youth Services, and Adult Residential Disability Services. Children’s Services provides a safe, healthy, and inclusive environment in which children with special needs and children typically developing learn and grow together. Transitional Youth Services provides shelter, basic needs, life skills education and advocacy services for disenfranchised youth by supporting independent thought and empowering self-directed action for individuals ages 16-26. Adult Residential Disability Services promotes education, advocacy, and active treatment for people with intellectual disabilities by providing supportive services in a residential environment.

Qualifications: Minimum: Bachelor’s degree in special education, learning disabilities, education, social work, or a related field. Qualified to act as a Qualified Mental Retardation Professional (QMRP). Experience in curriculum development, behavior modification principles, and writing goals and supports. Ability to relate effectively to management, peers, people supported, and families Time management skills and ability to organize work load Ability and experience in effectively supervising employees. Strong oral and written communication skills are essential

Preferred: Two years experience working with people with developmental disabilities. Two years professional experience in a human service setting.Knowledge of habilitation/rehabilitation approaches and practices, and in writing behavioral goals and supports. Working knowledge of medical, psychological, social, and educational aspects of working with people with disabilities. North Dakota Social Work licensure for ICF/MR program position. Completion of North Dakota Developmental Disabilities training curriculum. Prefer knowledge of ICF/MR and Accreditation standards. Working knowledge of the Person Centered Service Plan (PCSP) process and maintaining organizational licensure.

Responsibilities include but are not limited to:

Administrative: Supervises Direct Support Professionals performance and evaluates annually in conjunction with administrative recommendations. Completes Direct Support scheduling and hours as assigned, and authorizes weekly employee time sheets. Reviews data and progress monthly to complete quarterly reviews of all people receiving supports for assigned caseload. Responsible to complete General Event Reports follow through, scheduling, and Therap documentation. Provides written reports to the department head on findings and/or recommendations from on-site visits. Participates with internal investigations as deemed appropriate. Assists with quarterly financial audits of people supported. Obtain and retain certification as a CPR/AED, First Aid and therapeutic intervention instructor to teach classes. Participates in on-call rotation as scheduled.

Program: Manages assigned caseload to ensure coordination and completion of QMRP responsibilities. Serves as the primary contact person for, and maintains communication with people supported, guardians/family, Direct Support Professional, and other team members. This would include all emergencies and general contact a minimum of monthly. Develop or revise new or enhanced programs, methods, and resources/equipment, which facilitate the quality of care of people supported. Reviews services (i.e. goals, methods, strategies, and objectives) for compliance with all standards of state requirements for licensure and certification. Regularly meets with Team Members responsible for implementation of the plan. Represents Fraser, Ltd. through facilitation of people’s OSP (Overall Service Plan) meetings. Schedules and facilitates all meetings for people supported, and represents Fraser, Ltd. at people’s OSP (Overall Service Plan) meetings. Writes social history and OSP (Overall Service Plan), written 30 days after the person’s start date, and updates a minimum of annually. Assists with facilitation of family needs as requested, including all necessary communication as a member of the person support team. Assists medical services as needed.

Training: Provides in the home/on-the-job training including, but not limited to modeling and implementing of programs. Coordinates meetings and ensures Direct Support Professionals receive in-service training and program concerning specific needs. Provides expertise and demonstration to Direct Service Professionals regarding methods, strategies, and techniques relative to PCSP implementation. Observes program delivery of on-site support and training. Provides OSP (Overall Service Plan) training to Direct Support Professionals on an ongoing basis.

Property: Coordinates the care and maintenance of the residence assigned. Overall supervision and monitoring of home environment including care and maintenance of property and working with maintenance staff.
