The Oregon Public Utility Commission (PUC) is responsible for regulating investor-owned utilities, privately-owned water companies, and the telephone industry. PUC’s mission is to ensure that safe and reliable utility services are provided to customers at just and reasonable rates while fostering the use of competitive markets to achieve these objectives.
PUC is searching for an experienced leader to serve as the Retail Telecom & Water Regulation Program Manager.
The person in this position serves as the primary rate and service quality advisor to the Administrator of the Telecommunications and Water Division and is a key advisor to the PUC Commissioners on both statewide and national telecommunications issues as well as water and wastewater issues. The person in this position leads the Retail Telecom and Water Regulation Section directing a group of expert rate design, engineering, and policy witnesses. Major duties include:
Assigns projects to analysts and develops project objectives. Directs and advises analysts preparing reports and making recommendations. Ensures timely completion of projects, including projects of up to one to two years completion.
Reviews analysts’ work for consistency with agency standards, precedents, statutes, rules, and Commission policies.
Establishes performance standards/training goals, and conducts performance evaluations.
Monitors section budget and recommends budget-related actions (e.g. reviews and recommends action on training and travel requests for the section.)
Exercises authority to review, discipline and reward employees. Responds to grievances as required.
Maintains a work environment and promotes interactions with the public and staff that are respectful and accepting of diversity. Understands and actively seeks to achieve the agency’s affirmative action objectives.
Leads complex projects of major importance to the rate regulation of the telecommunications and water/wastewater industries.
Leads workshops, negotiates settlements, and makes presentations in public forums on highly complex and controversial telecommunications issues involving utilities, other members of the industry, and the public.
Prepares staff proposals, formal testimony, and written comments.
Defends and explains proposals, testimony, and written comments in formal adversarial hearings, Commission public meetings and public presentations. Including press interviews, television appearances, presentations to the Legislature, speeches to various organizations and written correspondence.
Ensures compliance and implementation of Commission policies and decisions in an environment of vigorous opposition.
Provides information and technical advice on complex and controversial regulatory issues to the Division Administrator, as well as the telecommunications and water/wastewater industries, consumers, public officials, and other regulatory bodies.
Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
