THIS IS ADMINISTRATIVE AND SUPERVISORY WORK IN APPRAISING PROPERTY IN THE ACQUISITION OF HIGHWAY RIGHT OF WAY. EMPLOYEE IS RESPONSIBLE FOR COORDINATING AND DIRECTING THE APPRAISAL PROGRAM IN A CERTAIN GEOGRAPHICAL AREA COMPRISING OF THREE OR FOUR HIGHWAY DIVISIONS. DUTIES INCLUDE TRAINING OF PERSONNEL ASSIGNED AND FOR THE TRAINING AND EMPLOYMENT OF FEE APPRAISERS. WORK INVOLVES CONSIDERABLE PUBLIC CONTACT WITH LAND OWNERS, STATE AND LOCAL OFFICIALS AND OTHER HIGHWAY PERSONNEL. WORK IS GUIDED BY FEDERAL AND STATE LAWS, POLICIES AND PROCEDURES AND IS PERFORMED UNDER GENERAL SUPERVISION OF THE STATE RIGHT OF WAY APPRAISER WHO REVIEWS WORK IN PROGRESS AND COMPLETION FOR ACCURACY AND CONFORMANCE TO ESTABLISHED STANDARDS.
Knowledge, Skills and Abilities / Competencies:
EMPLOYEE MUST HAVE FULL KNOWLEDGE OF FHWA, DOT AND RIGHT OF WAY UNIT POLICIES AND PROCEDURES. EMPLOYEE MUST HAVE AN UNDERSTANDING OF THE ACQUISITION PROCESS OF RIGHT OF WAY. EMPLOYEE MUST HAVE COMMUNICATION AND SUPERVISORY SKILLS NECESSARY TO SUPERVISE OTHER EMPLOYEES AND COMMUNICATE WITH FEE APPRAISERS AND THE GENERAL PUBLIC. EMPLOYEE MUST ALSO BE ABLE TO INTERPRET HIGHWAY, RIGHT OF WAY AND CONSTRUCTION PLANS AND BE ABLE TO EXPLAIN THE AFFECT ON THE VALUE OF PROPERTIES AFFECTED BY HIGHWAY CONSTRUCTION. Minimum Education and Experience Requirements:
Graduation from a four-year college or university and five years experience in right of way or real estate appraisal work; or high school graduation and nine years experience in right of way or real estate appraisal work, including five years in right of way work; or an equivalent combination of training and experience. Necessary Special Qualifications - Certification as a N. C. State General or General/Residential Real Estate Appraiser.
