Candidate must have a Master's degree in Business, Public Administration ; or a Bachelor's degree in Business, Public Administration and two (2) years of economic development, or urban or regional planning experience; or eight (8) years of economic development, or urban or regional planning experience.
Licenses and Certificates : Valid U.S. Driver’s License or equivalent from another state.
Under general supervision, assist with economic development and sustainability projects and activities, perform professional planning work in the administration and implementation of short and long-term plans for rural and small towns located within El Paso County; provide general support to the department.
Provide professional level assistance to the Economic Development Department and serve as primary liaison for small town and rural economic development and planning. Involves: Coordinating of promotional activities such as site tours, presentations for and meetings between local area business, government, real estate and development representatives, and client companies; visit businesses on behalf of the City as a member of the business expansion and retention team; assist in determining incentive programs to be reviewed by City Council; assist in International projects including mailings, scheduling meetings and monitoring studies and surveys; represent the City administration to various private enterprise and public agencies; coordinate efforts and information with various City departments to identify, retain and assist business and industry; researches and complies demographic and economic data in response to prospective client inquiries; and respond to general inquiries of the Economic Development Department.
Gather research and analyze technical planning material related to assigned work. Involves: Conduct highly technical research and analysis, evaluate findings, identify significant issues, determine options and develop recommendations on complex projects. Study information from a variety of sources including demographic, incentives, local business climate, local real estate, impact and feasibility studies and local regulations and incentives; interpret and provide information to internal and external customers; and provide technical assistance and guidance on complex incentive programs available. Prepare technical material on rural and small town planning, site analysis and other related planning documents.
Represent the department at various meetings and discussions concerning the role of the City in economic development. Involves: Attend seminars and training programs related to assigned work; prepare and make presentations to civic and business organizations on local economic development efforts; participate in a variety of projects in support of the department; and participate in gathering and evaluating data used in grant applications and other projects.
Assist with economic incentive programs, including tax abatement, green and sustainable incentives, and clean technologies revolving loan fund, state enterprise zone, and recruitment of industries. Involves: Review applications and process applications through incentives guidelines; prepare agreements and back up documentation to be placed on city, county and college agendas; work with clients to negotiate terms of incentive programs; present recommendations to taxing entities, LRC, city, county and college entities to execute agreement; and review files to ensure companies are meeting contractual obligations.
