Responsibilities
Job Summary:
Work as a team lead within a group of highly skilled programmer analysts charged with the development of analytic databases and a derived date warehouse from Scott & White's complex operational systems.
Provide project management, analytic and programming support for a broad array of functional work and strategic and operational issues. Contributes to department and organizational processes around decision support and information strategy, developing a large national medical informatics data warehouse. Strong SAS programming skills and proven ability leading others is required. Experience in data warehousing, ETL (extract, transform and load) and Software Development Life Cycle is expected. The candidate should have depth and breadth in their core SAS expertise and experience in integration.

IS KNOWLEDGABLE AND PERFORMS ALL PHASES OF THE SOFTWARE DEVELOPMENT LIFE CYCLE AS REQUESTED
*Performs all requested phases of the SDLC: conceptualization; requirements and cost/benefits analysis; detailed specification of the software requirements; software design; programming; testing; user and technical training, and maintenance.
*Develops and enhances applications in accordance with business requirements in a timely manner.
*Reviews and evaluates business modifications, enhancements and analysis.
*Develops specifications to determine their feasibility, the time they will require, and prepare their compatibility with current systems and architecture standards.
*Defines functional problems and make recommendations for enhancements or produce technical specifications and test modifications to deliver solutions.
PARTICIPATES IN DEVELOPMENT OF COMPLEX DATA WAREHOUSE AND MULTIPLE GRANTS
*Acts as team leader for projects as assigned
*Collaborates with other technical and non-technical employees effectively and efficiently
*Proactively participates in required meetings and conferences
*Designs, develops and implements Extract, Transformation and Load (ETL) processes, programs and scripts using structured software development method.
*Actively participates and provides SME in the implementation of the data warehouse by performing all roles associated with architecting the data warehouse solution

DEVELOPS QUALITY SAS SOLUTIONS
*Produces advanced level SAS programs to meet to data warehouse requirements and standards.
*Proven skills in the handling of multiple file types
*Utilizes SQL in programming solution
*Proven knowledge on the subject of extract, transformation and load techniques.
*Designs and implements complex applications, enhancements or new features

DEVELOPS QUALITY PLANS AND STANDARDS
*Mentors and instructs junior staff and reviews programming/validation work
Acts as subject matter expert and interfaces with end users
*Develops test programs and performs validation procedures to ensure data quality
*Develops new databases and programming standards for team
*Designs and refines efficient transformation algorithms according to business rules

IMPLEMENTS AND EVALUATES NEW TECHNOLOGY TO ENSURE IT IS COMPATIBLE WITH EXISTING SYSTEMS AND SUPPORT RESEARCH IT DEPARTMENT AND SCOTT & WHITE CORE BUSINESS.
*Provides technical skills, analytical skills and product knowledge to enable successful technology implementations.
*Evaluates installations by running appropriate tests and resolving resulting problems as necessary.
*Utilizes appropriate technology
FULFILLS CONTINUING EDUCATION AND/OR CERTIFICATION REQUIREMENTS TO MAINTAIN REQUIRED QUALIFICATIONS AND/OR KNOWLEDGE OF TECHNOLOGY INNOVATIONS
*Remains current with technology trends and innovations by participating in external professional associations and seminars as needed.
*Attends classes for continuing education of current innovations in information technology.
*Researches documentation to gain knowledge and remain current in assigned area.
*Attends seminars, classes and other technically oriented meetings, works with technical manuals to solve problems and remain current with new skills.
* Researches new technology and trends to stay current with industry innovations and best practices for the business needs

WORKS CLOSELY WITH RESEARCH IT SUPPORT STAFF
*Performs SAS server maintenance and upgrades
*Provides SAS support to Division of Research. Acts as subject matter expert.

EFFECTIVE COMMUNICATION AND TIME MANAGEMENT
*Communicates effectively, efficiently and professionally.
*Interfaces with other departments to obtain needed resources to complete projects within expectation and timeframe
*Demonstrates proven ability to organize and manage workload, priorities and complete tasks on time
*Monitors project status and provides status reports to manager/project manager
*Resolves project problems and issues in a timely manner or identifies critical problems in a timely fashion for issue escalation and resolution.
WORKS INDEPENDENTLY UNDER THE GENERAL SUPERVISION OF DEPARTMENT MANAGER / PROVIDES QUALITY, PROFESSIONAL DOCUMENTATION
*Reports general status to department manager, otherwise, is able to work independently and lead junior programmers
*Brings forward issues requiring management focus and works with management to develop solutions
*Demonstrates ability to produce basic professional-looking documentation, flowcharts, and proposals.
*Documents personal work where relevant (ie, user guides, policies, procedures, desk procedures)
*Leads staff to ensure completion of all required documentation including identification of process improvement opportunities
PERFORMS OTHER POSITION APPROPRIATE DUTIES AS REQUIRED IN A COMPETENT, PROFESSIONAL AND COURTEOUS MANNER.
KNOWLEDGE, SKILLS and ABILITIES
*A Master's degree (e.g., MA, MS, MBA, MSN, MSW) or equivalent (e.g., CPA, PE, etc.) or equivalent Bachelors degree with 4 Years work experience in lieu of Masters degree.
*SAS Certification required.
*Five to seven years experience programming in SAS and the SAS Macro language required.
*Data warehouse experience and Project management experience preferred.
*Supervisory or team lead experience required.
*Experience with health care applications required.
*Required experience in the following:
SQL and experience with relational databases
SAS Base
Knowledge of the Software Development Life Cycle is expected.
Oracle Relational Database Experience
SAS Integrated Technology Suite
Extract, Transformation and Load (ETL) process/tool experience
Microsoft Office
Data analysis and critical thinking skills
Data validation
*Experience with the analytical manipulation and interpretation of large databases required.
*Advanced data processing skills required.
