The Center for Survey Statistics and Methodology (CSSM) is seeking a full-time Scientist I / PhD-level statistician for its cooperative work with the National Resources Inventory (NRI). The NRI survey program conducts annual remote sensing and onsite natural resource surveys via a collaborative effort among Natural Resource and Conservation Service (NRCS) staff, CSSM staff, and CSSM/Dept of Statistics faculty and students. Each year, several surveys are in various stages of implementation (planning/preparation, data collection, statistical processing/estimation). The projects for a given year typically include 3 annual remote sensing surveys in various stages, as well as 3 each of an NRI rangeland survey, a Bureau of Land Management-sponsored rangeland survey, an NRI pastureland survey, and an NRI cropland survey conducted in collaboration with the National Agricultural Statistics Service. Sample sizes for the national remote sensing survey are 70,000 per year. For the smaller onsite surveys of grazing and croplands, annual sample sizes are typically 1000-3000 each.
The position is the lead CSSM staff member responsible for developing and implementing statistical procedures for implementation in NRI surveys. This work is performed in collaboration with the larger NRI team. The NRI team includes about 15 CSSM staff members, 4 CSSM/Statistics faculty, 6 graduate RAs, and 3 co-located and about 10 remotely distributed USDA collaborators. The work is accomplished via focused teams for each project, composed of appropriate representatives from the larger NRI team. The closest collaborations for this position will be with CSSM statistical staff, Statistics/CSSM faculty, and the USDA National Statistician for NRI, although most teams also involve other members from CSSM and USDA.
As part of the assignment, the incumbent spends a significant amount of time developing survey designs, statistical models, and estimation approaches for implementation in NRI surveys. The incumbent also develops and coordinates statistical dimensions of plans that guide NRI survey projects and development activities. The incumbent creates statistical documentation and data review methodologies. The incumbent also participates in survey database and documentation reviews, as well as development of refereed papers. The incumbent will have opportunities to engage in applied statistical research and other forms of professional development, and will supervise supporting statistical staff.
The successful candidate will be an effective team member and leader in a collaborative environment, with excellent communication skills for working with teams and individuals in a diverse staff (statistical, software development, biological sciences). The incumbent must also have the ability to work independently, to effectively manage several survey projects simultaneously, and to work effectively with supporting statistical staff. The successful candidate will have a solid technical understanding of statistics to assist in learning prior/current statistical methods used in the NRI and for developing statistical methodologies that address new situations that arise as the surveys evolve.
PhD in Statistics, Bio-Statistics, or related field and 5 years of related experience.
Experience with statistical design and analysis in the context of biological or agricultural research.
Experience with sample surveys.
Experience with longitudinal studies.
Experience analyzing data for policy or scientific publications.
Minimum $64,154; commensurate with qualifications
