As a Security Specialist , you will serve as a lead Field Security Manager within the Office of Security Integrity Field Security Division responsible for planning, directing, and coordinating facility security related activities. Your primary duties will include the following:
Provide technical insight into the development and management of procedures and operational schedules required for countermeasure deployment in accordance with the Inter Agency Security Committee Standard (ISC), HSPD 12, OMB guidance and interagency agreements.
Conduct and document facility security level, risk assessments and level of protection assessments in accordance with ISC standards.
Maintain a schedule of milestones for project systems and activities including monitoring changes that affect the programmed costs, technical acceptance, or completion dates.
Monitor project status and adjusts work plans for project accomplishment. Prepares recommendations for resource requirements to accomplish the project; negotiates with managers of various components to obtain needed resources and support.
Implements key policies and practices in support of the security and operational activities of USCIS; conducts briefings, prepares comprehensive project reports and operational status reports to keep the immediate supervisor as well as USCIS managers and executives advised of project and operational plans and progress toward goals.
Ensures USCIS compliance with applicable laws, regulations, and guidelines. Implements policy and monitors policy compliance in the resolution of management review, program evaluation, and recommendations from senior management.
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Analyzing and resolving complex facility security problems.
Providing technical advice in initiating projects involving the evaluation of facility security operations.
Developing and applying policy, standards, and procedures for security programs.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. In addition to the requirements of the lower grade level, you must also have experience performing the following duties:
Independently analyzing and resolving broad and complex facility security problems.
Providing technical expertise in initiating and managing projects involving facility security programs and operations.
Developing and implementing policy, standards, and procedures for facility security programs.
Education Substitution: There is no education substituion at these grade levels.
Probationary Period: You may be required to serve a probationary period of 1 year.
AVAILABILITY REQUIREMENT: Travel and after-hours availability (monitoring email and phone to respond to various threats, security concerns, etc.) may be required.
