IDEAL CANDIDATE: The City of Carlsbad has two outstanding opportunities for dedicated, analytical, proactive individuals with strong interpersonal communication and project management skills and expertise in the design, installation, configuration and maintenance of large and small network and server infrastructure. These candidates must be able to work on complex problems where analysis of a situation requires in-depth evaluation of various factors.

One Senior Network Engineer will be assigned to the Police Department and is under general direction of the Chief of Police, reporting to the Public Safety Information Technology Manager. The primary role of this Senior Network Engineer is to oversee and ensure the smooth operation, reliability and access to the entire enterprise system and networks in a 365/24/7 environment. This position will serve as a partner in leading security and infrastructure efforts for the entire enterprise system and network.

The second Senior Network Engineer will be assigned to the City's Information Technology Department. The position will be reporting to the Technical Operations Manager. The primary role of this Senior Network Engineer is to support technical operations and access to the enterprise system and networks and may also project manage operations, network and voice implementations. The City expects that the Senior Network Engineer position will rotate between Public Safety and City's Information Technology Department in order to provide maximum staff expertise and familiarity with the enterprise network and infrastructure.

The Police Department has approximately 160 employees and 90 volunteers, including 3 full time and 1 part-time employees working for the Police Information Technology division. The successful candidate will be responsible for ensuring the 24/7 operation of the entire network and server infrastructure at the Carlsbad Safety Center and its integration with the city-wide WAN. The Safety Center houses all of the City's public safety information systems including the Computer Aided Dispatch(CAD) E911 System and the infrastructure to provide the connectivity to the computers in Police vehicles. The Police Department is in the midst of a major upgrade to its CAD and Mobile system and is exploring the implementation of a department wide Records Management System. Due to the 24 hour nature of the police department operations, this candidate should be flexible to work evenings and weekends as necessary and will be on call approximately every other week.

These candidates will also work closely with colleagues in other City departments on exciting enterprise-wide projects. The city is in the process of undergoing a comprehensive Information Technology Strategic planning process which may recommend sweeping changes in the technology infrastructure and platforms currently in use throughout the city. It is expected that the future strategic plan may recommend a total redesign of network topology and the implementation of major enterprise applications such as ERP.

Key Responsibilities:

Performs the role of lead or supervisor; assigns work; distributes workload; authorizes timesheets; approves vacation requests and assists in recruitment and evaluation processes.

Plans and integrates technology to meet milestones and timelines and management of highly visible and complex projects.

Ensures the health and reliability of City's computer networks, system access, operation and security.

Plans resource allocation and develops work plans for the Information Technology Department.Manages multiple and simultaneous complex technology projects.

Participates and contributes in the strategic plan for the City's enterprise system.

Supervises and/or resolves escalated types of complex network, system limitation and access problems for all enterprise systems.

Manages new services, business solutions, service delivery and or migration to new systems.

Enforces Information Technology standards.Manage multiple enterprise projects of a complex nature with significant impact to the organization.

Ensures secure local and remote access to enterprise computing systems and information.

Monitors network(s), LAN, WAN, devices, device logs, utilization and availability.

Monitors firewall availability and utilization.

Analyzes information collected from monitoring system and network security risks an current posture as well as network stability and usage.

Review Information Technology Departments policies and deliver recommendations based on current and future needs. Industry best practices and national cyber security alerts.

Designs and implements scalable solutions with security, manageability and reliability as the cornerstone to every project.

Resolves customer issues that are escalated for all enterprise systems and support all other Information Technology staff, projects, issues and systems as challenges arise.

Special preference will be given to candidates that have a Bachelor's degree in a technical field, a CCNA certification and a demonstrated ability to plan, design and implement complex projects in a 24/7/365 environment.

Experience & Education:

Bachelors Degree in Management Information Systems, Computer Science, Information Technology or a related discipline 7 years of professional experience or equivalent. Three years of supervisory experience or demonstrated ability to lead complex projects with important impacts

Finalists will be required to submit to the following background process:
Background Appraisal Interview
Completion and review of detailed Personal History Statement. Candidates meeting the basic criteria will continue with a background investigation to include a detailed investigation of the candidate's suitability for employment in their assigned position. This process also includes a lie detection polygraph screening.

Those continuing in the process will be invited to the Police Captain's interview.

The final step in the process will be a pre-employment medical evaluation.

The hiring manager may select/appoint any individual who has successfully completed the process. Appointments are probationary for one year.
