Position Overview:

This project creates a centralized database to maintain modeling information (load, generation, topology, etc) at the appropriate level of granularity so that all modeling efforts (for each input for Available Transfer Capacity (ATC)) use the same information as required in the North American Electrical Reliability Corporation (NERC) ATC MODs. The Powerflow Information Storage & Balancing Tool (PISB) Business Analyst will play a key role in helping to meet business, schedule, and budget objectives.

Position Responsibilities:

Perform interviews and research to determine IT business requirements and translate them into specifications for complex technical projects.
Help the PISB project meet business, schedule, and budget objectives.
Focus on the people side of changes introduced by PISB – including changes to business processes, systems and technology, job roles and skills, and organization structures.
Create and implement change management plans that minimize employee resistance, maximize employee engagement, and empower senior management as change sponsors.
Work to drive faster adoption, greater ultimate utilization, and higher proficiency on the PISB changes impacting employees in the organization such that desired business results are achieved.
Analyze, facilitate, model and organize information in order to elicit requirements, reconcile conflicts, and distinguish solution ideas from business needs.
Complete documentation for project development efforts (including use cases, requirements, test plans, process maps, and desk procedures) and working closely with development team and business teams to ensure successful implementation.
Perform technical interviewing in the Information Technology environment.
Communicate effectively, including facilitation, negotiation and conflict resolution.
Strong technical writing and the ability to present information in various forms such as textual, graphical and statistical.
Communicate with a wide variety of technical and business experts in both individual and group settings.
Lead requirements elicitation workshops and present findings.
Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts.
Negotiate priorities and resolve requirement conflicts among various stakeholders.
Distinguish key interactions and connectives among enterprise server-client technical solutions involving hardware, networks, security and applications.
Assist in project planning and tracking activities.
Lead requirements elicitation workshops and present findings.
Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts.
Negotiate priorities and resolve requirement conflicts among various stakeholders.
Develop data flow models to define interdependencies between other technologies / applications.
Assist in project planning and tracking activities.
Assist in data discovery and analysis.
Assist in modeling of requirements, verification of deliverables.

Position Requirements:

Bachelors Degree in Information/Computer Technology or related technical discipline is required.
10+ years experience in Computer/Information Technology or related field is required 10+ years of demonstrated analyst experience using technical product life cycle concepts and requirements engineering, among other applied skills and knowledge is required.
Familiarity with the IEEE Software Development standards or equivalent is required.
Experience with System Development Life Cycle (SDLC) processes is highly desired.
Experience working in a data center or other IT environment is highly desirable.
Some experience in project management and leadership is desired.
Strong background in Oracle and SQL is desired
Background in writing technical designs and specifications is desired.
