Provide support to the 600+ site DHS/ICE enterprise Voice Communications and Network environments. The Voice / Data Communications Engineer may specialize in either Voice or Network communications, but requires knowledge of both areas. Deployments include new installations, equipment upgrades, equipment relocations etc. Work as a member of the ICE OCIO team to implement and monitor installations of hardware and software; desktop telephones, VoIP servers, analog voice systems, specialized equipment (e.g., STE, modems, and fingerprint scanners), desktops computers, laptops, servers, networks/ LANS, voice systems, cabling, etc.
  • Possess and apply knowledge of the ICE Voice Communications and Network environments
  • Plan and lead major technology assignments
  • Perform hardware and software installations
  • Interface with ICE OCIO approved vendors (telecommunications, architects, cabling, and electrical) as authorized, to ensure that all infrastructure, transport facilities, space requirements for equipment, and electrical power requirements, as relate to the Voice Communications or Network installations, are documented and installed on schedule
  • Design cabling and provide network schematics to support voice, video, wireless, and data requirements
  • Document network configurations and inventories
  • Complete quality assurance review and documentation when systems are installed by communications vendors
  • Mentor and train fellow team members
Voice Communications
  • Cross-connect wiring
  • Perform installation and relocation requests in accordance with ICE move/add/change processes and procedures
  • Use Government-furnished remote management tools
  • Administer local ICE communications applications
  • Perform all required back up and restoration functions for data residing on ICE voice communications systems
  • Maintain legacy Private Branch Exchange (PBX) systems from Avaya/Nortel
  • Maintain emerging systems such as VoIP
  • Ensure appropriate fundamental configuration, capacity planning and design, of voice communications system
  • Provide programming and maintenance of the voice switch, voice mail system, auto attendant systems, call management system, and traffic monitoring system
  • Train end-users on the operation and use of telecommunication features
  • Provide voice communications system designs with statement of work, bill of materials and cost estimate
  • Execute traffic analysis studies to ensure the telecommunications system operates at peak performance with minimal blocking of calls (P.01 or better grade of service) within the switch and to locations outside of the switch
  • Complete quality assurance review and documentation when systems are installed by communications vendors
  • Install and test new servers, switches, routers, end-user computers, network printers, wireless access points, external hard drives, fax servers, document scanners, and other peripheral equipment as well as operating systems software
  • Ensure access to government mainframe computers
