The Position: The Strategic Development Specialist is responsible for developing and monitoring data driven performance measures. Position will also involve providing evaluation, overseeing data collection and analysis. Also responsible for helping develop tools to track electronic documentation of evidence required for accreditation. Maintain websites, data sharing sites, and assist with technical reports. Position provides technical assistance to partners, and works directly with the Performance Manager. Assist with grant writing and coordinating training materials for state and local public health staff on evaluation instruments, information collection activities and other topics. Performs other duties as requested.

Knowledge, Skills and Abilities (KSAs): Experience developing data driven, performance improvement management systems. Ability to evaluate programs, and to utilize performance improvement tools to assess state health agency processes to improve customer service and enhance agency efficiency and effectiveness. Attention to detail and ability to work independently are critical. Need significant technical writing and communication skills to maintain and update the internal and external websites, and help with the development of data tracking systems to house the information needed to meet accreditation requirements. Understand national and state models being utilized to conduct health assessments and health improvement plans. Ability to research planning models and tools, coordinate technical assistance, quality education and training programs for state and local health partners. Experience with survey techniques, sampling methodology, statistical computer software, research data analysis, epidemiologic studies, and evaluation methods for population-based statewide and community programs. Advanced computer skills (Microsoft Office Word, Access, PowerPoint, Excel, Crystal Reports) and data base management skills are a plus. Writing and editing technical reports or policy briefs. A Master's Degree in a work related discipline such as Public Health, Sociology, Biostatistics, Nutrition, Health Education, Organizational Development or a closely related field is required. Candidate must have successfully worked a minimum of three years in public health or related area and have experience in grant writing and program development.

Position is required to perform work at/attend meetings at alternate locations and/or travel when necessary, which requires the use of either a state or personal vehicle. An employee in this position must sign a State of Arizona Driver Authorization form when hired, which allows ADHS HR staff to obtain the motor vehicle driving record of the employee.
