The mission of the Air Force Global Strike Command is to develop and provide safe, secure and credible combat-ready forces for nuclear deterrence and global strike operations to support the President of the United States and combatant commanders. IF APPLICABLE : Military service member's "Statement of Service" will be accepted up to 120 days prior to separation date IF a terminal leave form or DD214 cannot be provided. The "Statement of Service" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the Type of Discharge and Character of Service (i.e. honorable).

DUTIES: Back to top · The primary purpose of this position is to serve as the supervisory contracting officer with warrant authority for an operational contracting acquisition flight.
· Plans and organizes the activities of the Acquisition Flight which include the full range of contracting support to installation organizations as assigned by the Squadron Commander.
· Ensures contracting actions comply with legal and regulatory requirements and meet customer needs. Assigns work to subordinates such that the experience, training, and abilities of the staff arc effectively utilized to meet customer needs.
· Exercises supervisory personnel management responsibilities.
· Represents the Contracting Squadron with a variety of installation and business organizations. Establishes, develops and maintains effective working relationships with contractors, business and industry representatives, labor union representatives, customer organizations, federal, state and local government officials, and allied organizations such as financial management, staff judge advocate, etc.
· Participates in special projects and initiatives and performs special assignments.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the preaward or postaward phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the full range of federal contracting laws, regulations, policies. practices, methods, and contract types.

2. Knowledge of a wide range of business practices and market conditions applicable to program and technical requirements

3. Skill in fact-finding, contract analysis and pricing techniques, problem resolution, and development of concrete action plans to solve problems.

4. Ability to plan, organize, and direct the functions and staff of a small to moderate sized organization.

5. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy.

6. Ability to establish effective working relationships with others.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

· The position requires the employee to occasionally travel away from the duty station.
· The employee must be willing to travel on military and commercial aircraft
· The employee must meet the Defense Acquisition Workforce Improvement Act (DAWJA) requirements applicable to the duties of the position.
