Purpose :
Performs complex accounting tasks and reviews the work of other department staff members. Provides specialized or general analysis support for various accounting functions, such as preparation of financial statements, annual and quarterly SEC reports, support for the monthly Cost of Funds Index (“COFI”) calculation, and period-end variance analyses.

Major Accountabilities :
  • Analyze variances and trends in the Bank’s financial statements as part of month-end processing.
  • Prepare monthly and quarterly reports to the FHFA, and the FHLBank System’s Office of Finance.
  • Review and assist with the preparation of quarterly and annual reports to the SEC (Forms 10-Q and 10-K).
  • Provide analytical and operational support in response to queries from the SEC and other stakeholders.
  • Keep current with SEC and accounting issues and interpretations and suggest enhanced disclosures, if applicable.
  • Prepare audit trail and compile data from sources throughout the Bank for inclusion in various reports.
  • Assist with the review of the FHLBank System’s Combined Financial Report and assessment of required disclosures.
  • Provide analytical and operational support in response to queries from the SEC and other stakeholders.
  • Maintain internal control matrices in accordance with Sarbanes-Oxley.
  • Provide guidance and advice to other departments in response to questions or problems relating to accounting treatment of certain issues, as necessary.
  • Review transactions and provide accounting support.
  • Provide leadership to department staff on complex assignments, projects, or tasks (e.g., accounting related research projects).
  • Understand Adjusted Financial Performance and Restricted Retained Earnings reporting and be a resource for other business units regarding these reporting requirements and the related policies and procedures.
  • Serve as back-up for the preparation of reports to the SEC (Forms 10-Q and 10-K).
  • Perform additional accounting and reporting related tasks, as needed.
Skills/Knowledge :
  • Bachelor’s degree in Finance, Accounting, or a related field, or equivalent work experience, is required. CPA, MBA, or Post-baccalaureate degree/certificate is preferred.
  • Four years of applicable financial experience within a financial institution preferred.
  • Proficient knowledge of SEC reporting requirements and experience in researching disclosure requirements is required.
  • Direct experience in the preparation or auditing of forms 10-Q and 10-K (e.g., ensuring required disclosures are included, processing comments from various contributors, adhering to strict deadlines) is required.
  • Prior experience in a lead accounting role is strongly preferred.
  • Experience with regulatory compliance requirements (i.e. Sarbanes Oxley, regulatory reporting) strongly preferred.
  • Ability to research, analyze, and resolve accounting related issues and problems.
  • Working knowledge of an automated accounting system, from data entry through output analysis and financial report generation, is required.
  • Able to proficiently operate PC-based software programs and/or automated database systems (primarily Microsoft Office applications and tools).
  • Must be able to independently prioritize workload to ensure that deadlines and schedules are met, and to work accurately and effectively in a self-motivated working environment.
  • Ability to gather, organize, analyze, and report large volumes of financial data with speed and accuracy.
  • Excellent presentation and communication skills, both verbal and written, with strong analytical and problem-solving skills.
