The Senior Accounting Manager will perform accounting procedures pertaining to, but not limited, accounting and reporting of bonds and investments, oversight of the Oracle Treasury Module as it relates to reporting, reconciliation of bonds in the subsidiary ledger to the general ledger and accurate reporting of bonds and investments. Duties include, but are not limited to: supervising staff; directing activities; conducting analysis; performs complex accounting studies; assisting the Director with preparation of the Comprehensive Annual Financial Report (CAFR) and performing additional tasks as assigned.

Work Delegation: • Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals. • Evaluates performance appraisal and makes recommendation to supervisor for employee training and development. Planning and Organizing: • Establishes policies and procedures pertaining to area of responsibilities. • Establishes methods, procedures and implements the necessary systems to account for all bonds and investments for the City.
Establishes methods for accurate and timely reporting of bonds and investments
Communication : • Communicates effectively with Director of Financial Reporting and Grants Accounting, and others to consult, advise, and answer questions regarding bonds and investments. . Administrative Duties : • Archives financial data into the computer system and files reports. • Maintains accounts and records of all City bonds and investments.
Quality Assurance: • Conducts analyses on bond and investment accounts to ensure accuracy in the subsidiary and general ledgers. • Reviews staff performance evaluations with employees in order to offer advice and guidance to employees on ways to achieve the goals and objectives of the Department. Problem Identification and Solution : • Review accounts and reconcile variances. Productivity and Accountability • Reviews assigned work of staff members for accuracy and completion and to ensure that projects are kept within established deadlines. • Gathers documented information and prepares daily, weekly, monthly, quarterly and annual reports. Record Keeping and Documentation : • Maintains and submits necessary documentation to substantiate journal entries and other work. • Performs other related duties as required. Knowledge of Job Has thorough knowledge of the principles, practices and procedures of the City and the operations and functions relating to the accounting and reporting of bonds and investments, and property, and reconciliation of accounts. Has thorough knowledge of government accounting standards, policies and procedures as necessary in the completion of daily responsibilities. Is able to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the City. Is able to develop and implement long-term goals in order to promote effectiveness and efficiency. Has knowledge of applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knows how to keep abreast of changes in accounting standards, policies, methods, and operations as they pertain to departmental operations and activities. Is able to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities as they relate to the department. Is able to assemble information and make written reports and documents in a concise, clear and effective manner. Has good organizational, management, human relations, and technical skills. Is able to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. Has the mathematical ability to handle required calculations using statistical calculations. Is knowledgeable and proficient with computers. Is able to read, understand and interpret personnel and financial reports and related material.
Bachelor's degree in Accounting, or related field required; five years of accounting experience and collections management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Supervisory experience is required .
The Senior Accounting Manager will perform all or some of the following Job description:
Serve as the primary lead on the accounting, reporting and reconciliation of all bond related actions. This includes the preparation or review of related journal entries.
Provide technical accounting expertise. Research complex transactions and prepare documentation outlining issues and conclusions.
Reconcile the subsidiary ledger to the general ledger monthly.
Reconcile bond activity in the subsidiary ledger to the general ledger monthly.
Prepare various roll forward schedules as may be required.
Prepare the notes section of the CAFR and assemble the CAFR.
Interact with the Treasury Department to timely record and reconcile investments.
Perform the CAPEX and consolidation processes in Oracle.
Prepare and review journal entries, as required.
Provide audit support as necessary to external and internal audits.
Assist with special projects as necessary.
