The City of Avondale Finance and Budget Department is accepting applications for a Senior Budget Analyst. This position is full-time, FLSA exempt and with benefits.
Performs a wide variety of professional administrative and complex analytical duties in support of one or more programs, to include citywide purchasing and contracts administration, citywide expenditure/budget control and monitoring, and related program development, implementation and coordination.
Performs duties involved in the research, analysis and development of efficient systems for the City of Avondale. Conducts in-depth administrative and systems studies, develops and performs independent statistical and research studies. Monitors department expenditures throughout the year and works closely with departments and directors throughout the year.
Examples of Duties:
Leads departmental efforts to coordinate fiscal activity of the department, division and/or program by assisting in developing and managing the budget; forecasts revenues and expenditures to help make logical and analytical projections; presents proposals for approval, presents financial reports, responds to inquiries, participates in the complex analysis and reconciliations.
Reviews departmental budget and capital project submissions for accuracy, completeness and compliance with predetermined targets and goals. Conducts analysis and special projects as assigned by Finance & Budget Department management. Prepares monthly and annual financial reports. Provides information to departmental and city management to facilitate analysis of budget variance and financial trends.
Assists with the coordination of citywide procurement activities by interpreting and applying purchasing standards and practices, reviewing and approving requisitions, reviewing specifications, preparing RFPs and awarding bids, negotiating prices, terms, and conditions with vendors, and training employees in correct purchasing procedures.
Conducts and/or supervises independent statistical, research and operational studies. Develops, implements and monitors performance measures in conjunction with city departments. Acts as a consultant to operating departments and assists in cost/benefit analysis. Coordinates annual reviews of city indirect rates, project costs and utility rates and fees.
Monitors department and project expenditures throughout the year. Working closely with departments and directors through the year. Coordinates citywide budget and capital improvement plan development. Develops or reviews monthly revenue and expenditure monitoring and variance reporting.
Designs and conducts training related to budgeting, performance measures, indirect rate calculations and staff's fiscal responsibilities. Is familiar with all elements of procurement policies, budget development and monitoring process in order to be a source of information for employees at all levels. Researches and answers financial, budget and procurement questions from citizens, vendors, senior management and staff from other cities upon request.
Analyzes operating problems and establishes or modifies strategic plans to develop solutions; plans for and initiates programs and systems to meet department needs and develops new business processes or procedures.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor's degree or equivalent in public administration, finance, accounting, or a closely related field. Experience may substitute for the knowledge generally acquired through a bachelor's degree program.
Over three years progressively responsible professional experience in finance, management analysis, budgeting or procurement.
Work requires the ability to read and comprehend complex legal documents such as statutes, contracts, city codes, ordinances, and development fee reports. Also requires the ability to read GFOA publications, reports, manuals, policies, and guidelines.
Work requires the ability to perform complex math equations. Work requires price and bid analysis, cost accounting, governmental budgeting, and economics knowledge. Work requires statistical analysis principles and methods applicable to the budget or procurement processes.
Work requires the ability to communicate with all levels of the organization using clearly organized thoughts, proper sentence construction, punctuation, and grammar. To effectively communicate instructions, training through training manuals, write council reports, executive summaries, and summarizing forecasts.
Work requires the ability to effectively analyze, quantify and research financial and non-financial topics, statistical analysis principles and methods applicable to fiscal management. Work requires designing, developing and performing various independent statistical and research studies to monitor economic processes affecting the expenditures and procurement.
This position involves planning of the city's budget process, coordinating competitive solicitations and is also involved in assisting departments with the development of performance measures. Also, this position has responsibility for developing multi-year financial forecasts.
The incumbent oversees budget preparation of operating and capital budgets and reviews and approves expenditures of significant budgeted funds for the department. This position may research and prepare recommendations for city-wide expenditures.
Job may have responsibility for the direction or supervision of others.
Within this job, the employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision making authority for purchases or projects. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representatives.
