We are looking for Business Systems Consultant/Senior . Local Candidates are strongly preferred. The contract is expected to start on 01-Oct-2013 and will continue till 31-Dec-2013 . This position would be either as a 1099 or W2 or Corp to Corp hourly.

Purpose of Position/Summary:
This position is for a very senior-level, business-analyst resource. The position will be responsible for reviewing the current business requirements document (BRD) for the Indiana Vital Events Registry (IVER) project, looking for deficiencies related to key performance indicators (KPIs) in the documented requirementsand also extraneous requirements. This activity is critical to the success of the project in terms of keeping the project on schedule and on budget. New key stakeholders exist that were not present when the requirements were initially captured. This position will work closely with these new key stakeholders as well as with the project manager and developers.
The anticipated duration of the contract is three monthsmay be longer. The right candidate will likely find opportunities to utilize his/her skill set in other areas such as writing test cases and developing training materials. BA work on other projects might also be realized.
Essential Duties / Responsibilities:
Quickly familiarize self with current/future state of vital records data capture; Define system scope and objectives through fact-finding and a basic understanding of user needs, business system and industry standards to determine and document program business requirements; Use cases, screen mockups, etc. Work closely with project manager, key stakeholders, development team lead and a variety of end users to ensure technical compatibility and user satisfaction; Identify opportunities for gains in efficiency through business process reengineering; Maintain up-to-date knowledge of information technology "best practices" and procedures; May assist in testing (test cases, test scripts) and creation of system documentation and training materials required for end user training; May train, guide and advise lower level Business Systems Consultants May act as project lead in some cases; Perform other related duties as assigned.
10+ years of business analysis experience. Candidate should have served as the sole, buck-stops-here resource on previous assignments and be prepared to show examples of his/her work; Advanced knowledge of system design, management principles, requirements gathering and new system design techniques; Familiarity with relational database concepts; Excellent verbal and written communication skills (ability to communicate effectively both orally and in writing with peers, management and users).

The work involves tasks that will require understanding many complex and varied issues and will require expert knowledge of business analysis. Incumbent must be able to effectively engage stakeholders and identify key performance indicators. Must be able to work independently and complete tasks on time using best practices.
The incumbent works at the direction of the Indiana Vital Events Registry project manager. Incumbent will be required to review and understand the business logic of the IVER system. Work is reviewed for attainment of objectives and compliance with project goals.
Personal Work Relationships:
The position works with management/employees of the Vital Records program area and OTC developers and takes direction from the project manager. Incumbent must use diplomacy and persuasion in gaining consensus regarding business process issues. Will collaborate with team to help make technical and design decisions.
The ability to lift 15 pounds and perform general office work.
Office based. Incumbent must use technology including computers, phone and email.
