The Virginia Department of Housing and Community Development (DHCD) is seeking a Senior Construction Inspector II to monitor and where authorized, enforce compliance with state and federal building related regulations and provide administrative, technical and enforcement assistance to various clients not limited to Codes and Standards Committees, Board of Housing and Community Development, state agencies in Virginia and other states, Industrialized Building Industry, Manufactured Housing, third party compliance assurance agencies, boards and committees. Duties: assist staff to effectuate regulatory code development and code change processes relative to state building and fire related regulations by identifying potential code changes, conflicts and issues; compile/organize code change proposals; and assist with drafting proposed building and fire regulations. Participate in all aspects of public relations for the SBCAO by providing informational articles for new letters, website, conferences, regional meetings and other media venues. Represent DHCD Division of Building and Fire Regulations at meetings of various client groups. Conduct plant and dealer lot inspections, process and investigate Industrialized Building and Manufactured Housing complains, conduct informal fact findings, prepare and document reports and review compliance issues. Provide administrative and technical assistance to clients by cross training and developing specialized knowledge in all building and fire related subject matters; and participate in development and delivery of educational and training programs for the Jack A. Proctor Building Code Academy (JPVBCA) as may be required. Process interpretation requests and appeals, and provide accurate advice to clients. Additional duties may be assigned.

Minimum Qualifications
Comprehensive knowledge of state and federal building related regulations and referenced model codes and standards; and building design and construction, industrialized buildings and manufactured homes. Comprehensive knowledge and demonstrated ability in administration, inspection and enforcement of building codes. Demonstrated ability in the use of a PC and appropriate software to manage a program database and generate reports; to read, interpret and apply state and federal standards, regulations, mandates and legal opinions; to evaluate complex problems and sensitive issues and to negotiate or mediate resolutions; to research building related issues, organize materials and write technical reports of findings; to develop and deliver training programs and technical presentations; to communicate effectively both orally and in writing; and to provide positive customer service. Progressive experience in code enforcement and investigations, engineering, architecture, construction, manufactured housing, industrialized buildings or related fields.

Preferred Qualifications
Associate or Bachelor degree with concentration in architecture, engineering, fire science, construction management, or related applied science discipline or equivalent combination of training and experience preferred.

Special Requirements
Must be able to obtain the following certifications during tenure of employment: Certified Building Official (CBO), or certificates in trades' inspection and/or plan review, emphasis on energy codes. Travel (20% - some overnight) and valid driver's license required.
