Serve as the primary business contact for the Operations Procurement area. This specifically includes all professional services contracting, IT software and hardware licensing and maintenance agreements, contingent staffing and staff augmentation contracting (including through the Beeline System), and other procurement related support to the Operations Division and Corporate Procurement Department. Work with business owners to understand their operations and procurement needs. Draft, review, and negotiate agreements between internal business owners; vendors; and internal, external, and vendor legal counsel, sourcing, project managers, and other related internal process owners. Contract and development and negotiations will often include very complex business arrangements with interrelated multi-party dependencies as well as very complex and technical licensing arrangements. Agreements include Master Services Agreements (MSAs), License Agreements, Work Orders & Statements of Work, Amendments, and Non-Disclosure Agreements (NDAs), et al. Provide guidance on the Association’s Procurement policies as well supporting overall Corporate Procurement initiatives, processes, and procedures.

Required Basic Qualifications
•Bachelor’s degree in Business or related discipline
•A minimum 5 years related business experience (Procurement and/or Sourcing, or other related business experience), including experience with professional services contracting and/or software / hardware licensing agreements.
•Computer literate, especially with office productivity tools (Office, Outlook, etc.) and ERP systems (for Procure-to-Pay), preferably PeopleSoft.
Preferred Basic Qualifications
•Masters degree a plus
•Demonstrated ability to work independently with little or no direction
•Demonstration of strong communication skills (written and verbal), organizational and multi-tasking skills, including a high-level of attention to detail
•Strong relationship building skills and sense of customer service, including strong organizational acumen and political savvy.
•Must work well under pressure.
•Strong analytical skills and numeric fluency
•Financial acumen – a corporate accounting or financial analysis background a plus
•Previous supervisory experience a plus
•Familiarity with US government procurement policies and practices (FAR) a plus
•Formal Procurement, Sourcing, or related certifications and qualifications a plus
