Procure all Information Technology goods and services for the University. Collaborate with departments to analyze needs and develop solicitations to facilitate the procurement process. Provide the highest level of customer service ensuring compliance with state, federal, University and other appropriate laws, regulations, and directives.
-Knowledge of acceptable governmental procurement methods, terminology, and principals.
-Ability to work with IT employees and understand technical needs of specific procurements and develop competitive specifications to meet those needs.
-High level knowledge of IT technologies and common IT terms.
-Analytical and planning skills.
-Ability to work with a variety of people at all levels of the University as well as vendors/manufacturers, etc.
-Knowledge of current market trends and resources.
-Must have the ability and organizational skills to handle a high volume of complex work and multiple assignments independently.
-Ability to make effective decisions to resolve complicated issues.
-Strong oral, written, interpersonal skills and communications skills.
Eligible to earn VCO, CPPB, CPPO and/or CPCM certification and VASCUPP certification within two years of hire date.
-Experience working with technology vendors to negotiate contracts and license terms.
-Working knowledge of IT terms and conditions as they relate to competitive procurement documents.
-Understanding of new and emerging technologies and procurement challenges for purchasing items targeted at consumers.
-Understanding of Cloud/Hosted technologies and special procurement and contract terms necessary for those technologies.
-Experience supporting an IT department purchasing complex IT products and services.
-Prefer working knowledge of Commonwealth of Virginia Purchasing Manual for Institutions of Higher Education and Their Vendors. Experience with Commonwealth of Virginia's e-Procurement Solution (eVA).
-Five years of public procurement experience.
