Job Description
: The Test and Evaluation Organization of American Systems currently has an opening for a Senior Engineer Analyst in support of a program in Indian Head, MD to document Department of Defense (DoD) CNDSPs tactics, techniques, and procedures (TTP) used to effectively and efficiently guide day-to- day operations and ensure an acceptable level of performance by DoD CNDSPs defenders when facing a capable cyberspace adversary. These TTPs will provide the DoD with the ability to address a current gap associated with the DoD CNDSP Program by formalizing and documenting TTPs that provide a methodical, repeatable, and verifiable framework and performance indicators to:

- Validate the abilities and capabilities of DoD CNDSPs to guide their day-to-day operations.

- Validate how effective DoD CNDSPs are able to defend and protect DoD subscribers' information networks and information systems against a capable cyberspace threat.

Note* This is a temporary position with an expected end date in October 2013 .

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Serves as a Senior Cyber Test Engineer for this DoD-sponsored program. Plans and performs engineering research, analysis, and related assignments as part of a team of military, civilian, and contracted analysts and testers in the design and development of the project. Works closely with Operations Research Systems Analysts (ORSA), data managers, security personnel, financial analysts, and communications engineers to develop test concepts, feasibility studies, and data collection requirements. Creates the implementation plan for the military customer that addresses the project's objectives, test concepts, and the end state methodology for institutionalizing the program products. Performs research and analysis on potential test systems and/or exercise venues to ensure the project plan can be accomplished. Offers risk reduction strategies, and risk mitigation plans, and fully documents existing processes, project enhancements, and test results.

Some travel may be required.

REQUIRED EDUCATION/CERTIFCATIONS:

Bachelors Degree (Technical Discipline) and a minimum 14 years experience or a Masters Degree (Technical Discipline) and a minimum of 9 years of general experience.IAT II certifcation or higher as defined in DoD 8570-01-M (Information Assurance Workforce Improvement Program) is also required.

REQUIRED SKILLS/EXPERIENCE:

- Must be able to effectively operate in a demanding team environment, have excellent communication skills, strong interpersonal skills, flexibility, and a high degree of demonstrated professionalism.

- Individual must be proficient with Microsoft Office suite of software applications.

- Experience in IA and Cyberspace Security (DoD 8500 series)

- Experience in Test & Evaluation (T&E) of Information Assurance (IA) and Computer Network Defense (CND) related to DoD Global Network Defense (GND) at all Network Operations (NetOps) tiers.

- Experience in T&E and auditing IA and CND capabilities for the DoD GIG (all Tier components); experience with all phases of IA/CND assessments such as penetration, vulnerability, security T&E, and operational assessments.

- CND data analysis experience to include analyzing Red Attack/ Blue Defend actions, and associated data to identify the optimal CND configurations and TTPs.

- Working knowledge of Red Team operations (penetration testing).

- Knowledge and experience with DoD defense in depth architectures and the CND system capabilities that comprise that architecture.

- Understanding and experience with CNDSP functions and services.

- Working knowledge and experience using the National Institute of Standards and Technology (NIST) Special Publication 800-115 (Technical Guide to Information Security Testing and Assessment) to assess the performance of GND capabilities.

- Hands-on experience integrating IA and CND data collection strategies for data collection at T&E events. This includes developing forms, user input screens, analysis methods, reports, and obtaining necessary security approval and data collection staging at collection sites.

- Experience and understanding of the complex NetOps command and control relations and structures that directs CNDSP operations.

DESIRED SKILLS:

- CISSP Certification is desired

- Knowledge and experience areas of Information Assurance/Computer Network Defense (IA/CND) Test & Evaluation (T&E) to include Department of Defense (DoD) IA and Cyberspace Security (DoD 6500 Series) with emphasis in the area of CNDSP (DoD 8530 series), DoD Defense in Depth Architectures, and the CND system capabilities that comprise that architecture.

- Knowledge and experience in testing, evaluating, and auditing IA and CND (Global Network Defense) capabilities of the DoD Global Information Grid with emphasis on Tier II CNDSPs.

- Understanding of scheduling and accounting toolkits, such as Microsoft Project and VISIO highly desired.

REQUIRED SECURITY CLEARANCE: Candidates must currently possess a current TOP SECRET SCI security clearance, and have a minimum of one year remaining before required renewal of their SSBI.
