The West Health Initiative (WEST HEALTH) was formed to address the biggest challenge in health care today – affordability. WEST HEALTH includes the West Wireless Health Institute (WWHI), the West Health Investment Fund (Investment Fund), the West Health Incubator (West Incubator), and the West Health Policy Center (Policy Center), all established by philanthropists Gary and Mary West. These separate vehicles share a similar mission to lower health care costs by leveraging medical research, innovation, education, and investment to spur a low-cost health care ecosystem.
The Gary and Mary West Management Company, a WEST HEALTH affiliate, seeks a Senior Director of Government Affairs to work closely with the Senior Vice President to research, develop, implement, and discuss the organization’s educational and outreach strategies with key policymakers. The Senior Director of Government Affairs is responsible for advancing WEST HEALTH’s mission to lower health care costs through educating and informing legislative and regulatory bodies of cost-reducing policy changes (without health care rationing) and effectively engaging payers, providers, and other key stakeholders in these favorable changes.
WEST HEALTH is seeking a Senior Director who can think critically and strategically, and can function both independently and as part of a team. Qualified candidates will have: knowledge of and experience in health care policy and federal budget matters; a record of demonstrable success in previous positions on government affairs staffs, at a federal agency, or a related organization; the skill to successfully integrate the daily work of the Policy Center’s policy and research team and the daily work of the Governmental Affairs team, including federal relations and stakeholder engagement; the ability to effectively educate a broad range of people and entities; and the motivation and drive to excel in the position. This includes advancing WEST HEALTH’s policy and outreach goals through personal effort and management of internal and external resources consistent with the governing IRS rules.
The Senior Director of Government Affairs is responsible for identifying initiatives of importance to WEST HEALTH, analyzing their impact, ensuring the timely development of policy positions, and developing and implementing outreach strategies. The Senior Director is also expected to play a leadership role in proactively evaluating the health cost containment policy environment at the Federal level, engaging policy makers on to identify cost containment and related health policy issues of interest to WEST HEALTH, recommending appropriate policy positions, and performing professional outreach.
Formulate, implement, and/or track policy initiatives and strategies regarding specific issues of interest to WEST HEALTH in Washington, D.C.;
Shape and improve federal policies to incorporate WEST HEALTH’s views, including appropriate third party outreach and coalition building.
Keeps informed on all federal policy issues impacting WEST HEALTH and helps provide pertinent information and support to other Government Affairs, Communications, Executive Leadership, and Policy Center colleagues consistent with the governing IRS rules.
Plays leadership role in Washington, D.C.-based coalitions to ensure that their positions and activities are aligned with WEST HEALTH’s positions.
Drafts educational materials for use with members of Congress and drafts testimony in support of WEST HEALTH’s positions and prepares witnesses for participation in Congressional hearings.
Identify opportunities and develop strategies for engagement, participation, information-sharing, and outreach by WEST HEALTH; work cooperatively with other relevant stakeholders where possible, including hospitals, physicians, nurses, prescription drug and medical device manufacturers, home health, nursing homes, employers, health insurance plans, patient advocates, think tanks, academia, organized labor, the National Governors Association (NGA), AARP, economists, and the media, as appropriate;
Identify opportunities for education and outreach by convening health care discussions and briefings on behalf of WEST HEALTH, and in conjunction with other internal and external persons/entities as appropriate, in Washington, D.C. and elsewhere;
In conjunction with the Policy Center, build on the public conferences already sponsored by WEST HEALTH with stakeholders in industry, government and academia to galvanize attention, discuss critical issues, and develop recommendations on improving efficiency, creating appropriate behavioral incentives, reimbursement incentives, and CMS & FDA regulatory hurdles;
Through outreach discussions and programs, distill the takeaways and publicize those recommendations in public policy venues to execute and deliver on the mission of WEST HEALTH;
Develop long-term relationships with current and emerging leaders in health care, enhancing their awareness of research findings and the utility of WEST HEALTH’s work to effective policymaking. He or she is expected to be routinely available for providing information on request to policymakers;
Actively partner and routinely collaborate with the SVP of Government Affairs and the leadership of the Policy Center to ensure the:
--- design and development of actionable and integrated Policy Center research projects that can be effectively discussed with policy makers;
--- early and effective engagement of vital stakeholders in the Policy Center’s work to develop credible public policy recommendations to lower health care costs; and
--- appropriate use of stakeholder consensus-building to advance the Policy Center’s favored policy solutions where possible. This includes collaboratively engaging the Policy Center’s internal staff and the Policy Center’s Fellows to ensure their work is highly relevant and useful to policymakers in the Congressional and broader stakeholder environment.
Important metrics for the success of this Senior Director role include:
--- the introduction and enactment of legislation to lower health care costs;
--- preventing the implementation of identified policies that would raise health care costs;
--- generating political support for an idea or proposal to lower health costs that brings scrutiny to the issue and/or positions WEST HEALTH as an expert resource on the issue;
--- effectively partner with the Policy Center to frame the debate on an issue through research, analysis, and publication that forms a basis and pathway for future legislative action consistent with the governing IRS rules.
Bachelor’s degree required; Master’s or J.D. degree preferred.
6+ years of federal governmental affairs or public policy experience in health care, medical, hospital or insurance industries.
Must be well respected by a wide range of Washington, DC stakeholders and close day-to-day colleagues.
Demonstrated capability to work effectively with policy makers at the highest levels.
A thorough understanding of the federal legislative and regulatory processes.
Experience in policy analysis, development and outreach, as well as strategic coalition-building and mobilization.
Knowledge of the policies, operations, and financing of the health care system of the United States.
Exceptional abilities to advocate the mission of West Health, orally and in writing, to any type of audience.
Ability to master complex policy issues, think creatively, and develop innovative strategies and solutions.
Ability to manage numerous, competing priorities under pressure.
High degree of ethics and ability to build effective working relationships both internally and externally.
