The Senior Director serves in a line capacity in the direction and management of a test development unit as well as a ‘deputy’ to the Executive Director/Strategic Program Advisor. This role provides overall direction and leadership for the defined unit to ensure fair, valid, and reliable assessments that meet ETS quality standards.
BASIC FUNCTIONS AND RESPONSIBILITIES
Plan and manage the area’s work on ongoing and new programs, with special focus on mentoring new developers and leading the area in improving its use of outside writers, reviewers, and consultants.
Ensure the technical quality of test items and foster the establishment and maintenance of consistent, efficient, and error-free test development processes.
Build and develop unit capabilities; support and facilitate the development of test development efforts within area; ensure that staff receive appropriate training.
Work with other Senior Directors and Executive Directors/Strategic Program Advisors across the division to ensure that staff management policies are consistent and appropriate and that all of Assessment Development’s work is successfully accomplished.
Define and implement corporate, division, and area-level policies and procedures, including policies and procedures for ensuring technical quality and efficient, consistent processes.
As needed, represent the Executive Director/Strategic Program Advisor to internal and external groups and speak on their behalf on matters of policy and procedures related to the area of direct responsibility.
Assist in the planning and development of policy for the entire Content /Program area served.
Serve as expert consultant to clients, senior ETS management, and programs. Serve on ETS policy committees and task forces.
Pro-actively work toward reducing costs, increasing work efficiencies, greater customer satisfaction, and quality assurance.
Monitor, measure, and assess overall effectiveness of work processes and products; coordinate process efficiency needs with Assessment Process Director and Director of Demand Management.
Arrange the preparation of budgets and cost estimates for programs and projects, analyze financial performance of work activities, and assess personnel complement needs.
Interview and select staff for the unit of direct responsibility. Manage administrative responsibilities for entire unit.
Monitor personnel actions within assigned unit, including performance appraisals, salary administration and diversity efforts. Actively address performance deficiencies.
Required Experience:
EDUCATION
Master’s degree in field of specialty is required.
EXPERIENCE
5-8 years of progressively responsible management experience, 6 of which must be in test development and educational measurement or applied statistics, are required. Extensive knowledge of ETS Assessment Development processes and practices, educational measurement and ability to provide technical leadership and effectively lead, manage and develop professional staff are also required.
