Under direction, performs a variety of professional financial forecasting and analytical work of a specialized or complex nature; and performs other related work as required.
Essential Functions Include But Are Not Limited To:
Develops and analyzes long-range financial forecasts; inputs, retrieves and analyzes data using large spreadsheet applications with complex formulas. Develops and maintains a financial health planning model and its component projections; provides quarterly reports to the senior management team, City Manager and City Council. Assists the senior financial team in the review of various rates, charges and fees based upon projected financial requirements; maintains a consolidated schedule of approved rates and charges. Performs a variety of internal reviews and/or audits on City operations regarding efficiency, effectiveness and opportunities for improvement. Conducts research and analysis on bonds and investment opportunities. Assists in bond development and preparation of documents. May serve on the City-wide bond disclosure committee and provide periodic updates on existing bonds. Participates on the deferred compensation plan and retiree health subsidy committees, and provides technical assistance as needed. Assists in the annual budget process. Assists in monitoring pending federal and state legislation and prepares financial impact reports regarding the legislation. Conducts special financial studies and develops reports and presentation materials; makes presentations as needed. May supervise staff. Performs other functions as assigned.
Three years of increasingly complex and responsible experience in governmental financial analysis. Graduation from an accredited four-year college with a degree in public or business administration, finance, mathematics, economics, accounting or a related field may be used in combination with experience to meet the minimum qualifications and desired knowledge, skills and abilities:
Knowledge of: principles and practices of municipal accounting and finance; bond financing; financial analysis including ratio analysis, cash flow models, investment practices, deferred compensation programs; research methods and statistical presentation; supervisory methods and practices.
Skill in : the use of a personal computer, financial system and business software applications such as Microsoft Word, Excel, Access, Outlook.
Ability to: gather, organize, analyze and evaluate complex financial and accounting information; understand and interpret annual financial statements; draw sound conclusions from assembled information; develop alternative options and solutions to issues and problems; proficiently utilize computer programs including spreadsheets, databases and presentation software; conduct rate studies and financial analyses and prepare statistical summaries; maintain attention to detail while working under deadlines; keep sensitive information confidential; effectively handle multiple assignments; obtain information through interview or other means; present research findings and communicate effectively, both orally and in writing; supervise staff; maintain detailed and accurate records; prepare clear and concise written reports; establish and maintain good working relationships with others. Note: Possession of a certificate as a Certified Public Accountant is desirable, but not required.

The successful performer can respond quickly to requests and perform under tight deadlines, and can be relied upon to “take projects and run with them.” This individual enjoys developing working relationships and obtaining information from a wide variety of sources, as well as being part of a team that develops financial plans, procedures and budgets for the City.
