This Senior IT Project Manager will manage multiple projects, using a variety of common project methodologies and work closely with IT professionals; business stakeholders and vendors to ensure responsibilities are clear, accountability is held and needs are met. Incumbent will have proven experience with all phases of the Project Life Cycle and Systems Development Life Cycle, quality and change management processes and package and custom systems implementations and will provide a clear path to complete complex projects while fostering teamwork. Specifically the Senior IT Project Manager will be responsible for:

*Leading the creation of project management plans that clearly define the project scope, assumptions, risks and overall project approach, including project resource needs, high level timelines and project communications.

*Developing and administering project budgets, schedules and performance standards.

*Providing leadership and motivation to project team members throughout the project life cycle.

*Mentoring, coaching and training others in project management best practices.

*Coordinating and responding to requests for changes from original scope.

*Assigning duties, responsibilities and scope of authority to project personnel. Directing and coordinating activities of project personnel to ensure the project progresses in scope, on schedule and within budget.

*Driving compliance with the IT Quality processes and SDLC process, including the IT change management process.

*Communicating project status to project steering committee and other stakeholders as appropriate. Managing project issues/risks in a timely manner and appropriately escalates when necessary.

*Ensuring the development of quality plans and fostering creative approaches to problem solving in a way that maintains focus on the delivery of a quality product.

*Collaborating with business leads to ensure technologies are providing valuable capabilities to end users.

*Responsible for measuring and delivering project outcomes successfully.

*Implementing and/or adapting processes and metrics to ensure project goals and objectives are achieved. Setting performance objectives and incorporating feedback from team and DHS wide stakeholders for continuous improvement.

*Providing strategic leadership of Information Technology and Operations.

*Effectively leading, managing and implementing change by serving as an overall champion for process improvement and process excellence.

Bachelor’s degree in a related field from and accredited college/university, plus 3-5 years project management experience. Experience in successfully managing multiple projects simultaneously, as well as extensive knowledge of project management concepts, practices and procedures as they relate to the delivering IT project are important. Project Management Certification (PMP) is strongly preferred.
