LMI is currently seeking a senior level (10-15 years experience) manpower support analyst with substantial experience supporting the Intelligence Community (IC). The ideal candidate must possess strong client communication skills and must be able to provide the Government with transformational financial manpower analysis supporting workforce requirements, program management, total workforce shaping, and human resource management. The candidate will also provide civilian manpower financial management advice and services that efficiently enables the leadership. Ideal candidates will have experience to perform the following requirements:

Assist with preparing and evaluating payroll data from multiple systems to generate a workable forecasting tool

Assist with enabling and developing an effective workforce through ongoing financial review/assessment of organizational requirements

Assist with enabling and tracking performance compensation management, i.e. awards, bonuses. Other types of recognitions

Work with Human Resources to attain and ensure MOU/MOAS’s are in place

Actively monitor detailee complement to include tracking cadre and detailees financial compensation benefits

Assist with the management of personal services dollars appropriated to the ODNI

Report on manpower requirements a requested

Perform other manpower support functions, as tasked

Required Experience and Education

Bachelors Degree in a relevant subject is mandatory

Minimum of 10 years of relevant manpower experience

Willingness to learn new applications such as budget, payroll, and accounting systems

Preferred Knowledge, Experience, and Skills

Master’s Degree in a relevant subject

Minimum of 10 years of relevant experience in Federal resource management processes, annual budget, and strategic planning processes

Ability to develop trends using MS Office applications

Proven demonstrated experience with MS Excel pivot-tables and macros

Experience understanding the Federal Government full-time equivalent (FTE) process, to include counting positions

Experience understanding how to count Contractors, to include core versus non-core

Clearance Required

An active Top Secret/ISSA clearance is required to be considered for this position.
