The Position may be under-filled at the Permitting Services Specialist II, grade 24. Salary: $54,054 - $89,596;

or

The position may be under-filled at the Permitting Services Specialist I, grade 21. Salary: $47,028 - $77,756.

The position involves professional engineering work with responsibility for reviewing construction documents, specifications and calculations for compliance with adopted codes and standards regulating the construction of commercial buildings and structures. The position will be responsible for determining: when alternative designs represent equivalency to meet requirements of established codes and standards; explaining technical and procedural requirements to clients, developers, engineers, architects, contractors, the public and other agencies through meetings and discussions conducted in the office or field; and enforcing the requirements of ICC International Building Code, NFPA 101 Life Safety Code, Maryland Accessibility Code and other State, County and Federal Laws, codes and regulations relating to commercial buildings and structures.

The position will recommend new/changes in standards, codes, regulations, and procedures. The position prepares analyses, reports, and correspondences on engineering/technical matters as well as the explaining departmental positions on a variety of issues. The position applies effective and clear communication skills both orally and in writing.

Senior Permitting Services Specialist , grade 26:
Experience: Five years of professional Fire Protection Engineering experience.
Education: Graduation from an accredited college or university with a Bachelor's degree in Fire protection Engineering.
Equivalency: An equivalent combination of education and experience may be substituted.

If under-filled at the Permitting Services Specialist II, grade 24:

Experience : Three (3) years of professional Fire Protection Engineering experience.
Education : Graduation from an accredited college or university with a bachelor's degree in Fire protection Engineering.
Equivalency : An equivalent combination of education and experience may be substituted.

If under-filled at the Permitting Services Specialist I, grade 21:

Experience: One year of professional Fire Protection Engineering experience.
Education: Graduation from an accredited college or university with a Bachelor's degree in Fire protection Engineering.
Equivalency: An equivalent combination of education and experience may be substituted.

Experience applying the principles used in the International Building Code and the Life Safety Code;
Experience reviewing construction documents for compliance of the principles used in the International Building Code and the Life Safety Code;
Experience reviewing construction documents for compliance the principles used in the International Building Code and the NFPA Standards 92A and 92B; and
Experience and skill in having established and maintained effective working relationships among peers, clients, developers, engineers, architects, contractors, the public and other agencies.

All applicants will be reviewed by OHR to determine whether or not they meet minimum qualifications for the position. All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria. Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either Qualified or Well Qualified. The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a Transfer candidate and may be considered for interview. Note: In the event there are 5 or less minimally qualified candidates, all will be placed on the Eligible List as Qualified and will be interviewed.
