GENERAL DEFINITION OF WORK: Performs advanced professional work related to a variety of professional planning assignments in the Planning and Zoning Division of the Development Services Department and does related work as required by the Planning and Zoning Director. Work is performed under the general supervision of the Planning and Zoning Director. TYPICAL FUNCTIONS: Meets with the public and represents the Planning and Zoning Division at public meetings, schools, homeowner association meetings and other meetings where City Planning and Zoning matters are discussed; Reviews and processes complex comprehensive plan amendments, re-zonings, developments of regional impact, notice of proposed change applications, annexations, site plans, plats, abandonments, etc., and presents findings and recommendations to staff, the Planning and Zoning Board and the City Council; Manages the processing of complex development applications including meeting with petitioners, working in partnership with petitioners and citizens and acting as liaison between the petitioners and City staff. Prepares and/or updates elements of the Comprehensive Plan; Conducts research and analysis and prepares statistical data on land use, physical, social and economic issues; Prepares project scopes of services and manages complex planning studies and reviews consultant proposals, recommends selection and supervises consultant contracts; Functions as a Lead Worker and mentors Planners and provides input into the preparation of Planner Annual Performance Appraisal reports; Reviews building permits and occupational licenses for conformance to zoning regulations; and, Responds to inquiries from the public regarding planning and zoning activities.

RELATED TASKS: Represents the Planning and Zoning Division at homeowner association meetings, public and private schools and other public or private venues where planning and zoning issues are discussed; Prepares staff’s comments and recommendations to the Planning Advisory Committee; Drafts staff recommendations on land development applications; notifies petitioner of agenda meeting; Discusses application with neighboring property owners and other City departments; Prepares documents necessary for presentation to City Council; Presents findings and recommendations to the Planning and Zoning Board and City Council; Is familiar with the City’s Comprehensive Plan and prepares amendments and updates to the Plan; Conducts independent research and analysis related to physical, social, and economic issues; Prepares technical studies and reports for the City Council, Planning and Zoning Board and other boards and commissions; Performs related tasks as required. KNOWLEDGE, SKILLS, AND ABILITIES: Advanced knowledge of the philosophies, principles, practices, and techniques of city planning as they pertain to the design and development of urban and regional areas, planning research, and zoning activities; advanced knowledge of growth management legislation and comprehensive planning; advanced knowledge of research methodology and of standard statistical procedures; general knowledge of the City Charter and of the various ordinances, codes, and regulations pertaining to planning and zoning; ability to present the results of research effectively in oral, written, and graphic form; ability to establish and maintain effective working relationships with associates, City officials, community groups, other professionals, and the general public. EDUCATION AND EXPERIENCE: A Masters Degree in Urban or Regional Planning or related field, or an equivalent combination of education and experience, with at least three (3) years of continuing professional planning experience. AICP certification preferred.

SPECIAL REQUIREMENTS: Possession of a valid State of Florida driver’s license, before date of hire, with no more than 6 points within a 3 year period.
