Title: Senior Program Analyst
Location: City, State
Provides onsite LNO support and coordination during all phases of a project life cycle. Planning, organizing, coordinating, and controlling data-mining and data research activities of a cross-functional team of subject matter experts. Plans and organizes the collection and compilation of training/capability data for use in reports to interagency and foreign partner nation clients. Assists in the development of instructional objectives derived from capability/training assessments and collaborating with first responder, partner nation, and other interagency training managers to develop training curricula for foreign CBRNE consequence management. Assists in development of training foreign partner nations. Activities include but are not limited to planning, organizing, and coordinating event facilitation, training event design, and exercise event assessments. Plans, organizes, and coordinates post-event activities such as after action reviews, post-event reports (“hot washes”), and after action reports. Plans, organizes, coordinates, and facilitates preparatory activities such as senior leader seminars, workshops and conferences for the purpose of data gathering and plan/report development. Understand national and DoD guidance, to include: the National Security Strategy of the United States of America; the National Strategy to Combat Weapons of Mass Destruction; and the Department of Defense Joint Doctrine for Combating Weapons of Mass Destruction. Ability to independently perform tasks under deadlines. Ability to follow written and verbal instructions. Ability to prioritize work, complete multiple tasks and work under deadlines. Excellent reasoning and problem solving skills. Ability to work with senior Government and Industry leaders. Must understand and envision the full scope of programs and tasks, yet be able to work detailed programs. Must be intellectually curious and able to do research. Must be capable of working at a computer terminal for extended periods. Must have excellent communication skills, both oral and written; writing skill and mastery of the English language especially valuable. Must be able to travel unassisted to foreign and domestic locations. Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information at a minimum of a secret level.
- A Bachelor’s degree is preferred; Master’s degree is desirable.
- Experience working with OSD and/or Joint Staff (highly desired)
- Experience working with the US Government Interagency (highly desired)
- 8 to 10 years’ experience working in civil-military emergency operations desired.
- Prefer prior experience in the area of foreign consequence management to include the Defense Threat Reduction Agency's exercise program and planning guide, and the Chairman of the Joint Chiefs of Staff Instruction 3214.01D (Military Support Chemical, Biological, Radiological and Nuclear Incidents on Foreign Territory), and DoDD 2000.21 (Foreign Consequence Management).Prior experience developing, planning, and participating in CBRNE training events or exercises.
- Prefer extensive knowledge operational requirements and training needs.
- Microsoft Office Suite proficiency desirable.
