This position is a member of the management team responsible for development and execution of key in-house development and production programs. Responsibility includes leading and managing all aspects of assigned programs to accomplish specific program objectives including cost, performance and schedule goals contributing to the overall Ocean System annual operating plan. Responsibilities also include direct interface with customer and project personnel, aiding in the negotiation of contracts and contractual changes, and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts.

Additional Responsibilities:
Coordinates and monitors the scheduling, pricing, and technical performance of programs.
Ensures projects are completed on time and within budget.
Ensures adherence to master plans and schedules; develops solutions to program problems and directs work of personnel resources assigned to program.
Primary customer interface.
Establishes and manages program risk and mitigation activities
Key participant in the creation and execution of long range campaign capture plans for major market entries/growth to include contact plans, resourcing of capture teams and the processes that lead to proactive competitive shaping/positioning in advance of RFP releases.

Job Requirements

Required:
BS Degree and 10+ years of experience; or equivalent combination of education and experience required
More than ten years of experience in Program Management/Engineering Project Management on complex naval development programs in the Torpedoes, Torpedo Defense and Underwater Acoustics Transducers domain
Execution of programs involving DoD EVMS requirements
Experience in risk and opportunity management on complex development programs
Experience in managing Navy submarine and surface ship programs with hardware development, production, and system integration content
Thorough understanding of major program management tools
Ability to positively represent the company in detailed customer presentations covering operational, programmatic and technical program aspects
Leadership positions on proposal/capture teams
Multi-company bid experience
Proven mentor/developer of junior management talent
Ability to travel 10%-20% of time primarily to domestic locations.
Strong communication and writing skills
Proven team mindset and successes

Desired:
Execution of programs with large subcontract content as well as significant numbers of subcontractors
Experience in managing product development and production programs in the commercial sector
Advanced degree and electrical, mechanical or computer or system engineering
PMI Certification in project management
