Group Summary
The Strategy team was created in 2009 to provide internal strategy consulting support via projects such as:
- Development and updates of individual program team strategies
- Development of cross-program strategic topics
- Leading analysis to inform program-wide decisions
- Managing strategic direction of cross-program partnerships
- Development of tools to support quality decision-making

Although the Strategy team initially supported the Global Health program, a recent foundation reorganization effort has expanded its role to provide support to the Global Development and Global Policy & Advocacy groups as well. The Strategy team works with the various program strategy teams, data & analytics units, and other Strategy Planning and Management teams within the foundation.

Responsibilities
Located in Seattle, WA, the Senior Program Officer will report to the Deputy Director of the Global Development Strategy team. Key responsibilities include:
- Strategy design and development:

o Provide oversight to ensure projects aimed at answering key strategic issues for global program are analytically and logically sound

o Provide leadership in the design of the strategy process with the strategy support team

o Ensure strategy support team is optimally interacting with the program staff team and key stakeholders to advance project effectively and maintain positive client relations

o Act as thought partner to the program staff/clients/leadership requesting strategic support; frame and conduct analysis to respond to urgent key strategic needs

o Ensure best practices are documented and shared across the Strategy team to promote knowledge management and efficiency of future projects

o Provide recommendations to improve overall foundation strategic planning and management process based upon experience supporting teams
- Project/team/contract management:

o Manage and monitor overall performance of internal/external staff supporting specific client team assignments

o Motivate and support strategy support team (including mentoring internal staff), and seek and provide feedback to drive team performance and productivity

o Scope projects with external consultant firms and manage interface with firm to address resourcing or performance issues
- Client/partner relations management:

o Assure effective relationship with key stakeholders to ensure that consultancies effectively meet client team needs and expectations

o Maintain effective relationships with external consultants to build roster of support
- Strategic planning/performance management/team participation:

o Contribute to ongoing evolution and improvement of the Strategy team operating model, performance assessment, and strategic planning
- Communications/external representation:

o Communicate information on strategy development process or specific strategic content

o Represent the foundation to key external constituencies, including participation in conferences and meetings especially on strategy related topics

Qualifications
- A minimum of 9 years of professional experience with 5 years of experience in strategic planning functions preferably at a top tier strategy consulting firm
- Experience with providing overall leadership and direction to varied consulting projects to assure the quality of content and interaction with client – as well as driving team performance and productivity
- MBA, MA/MSc. in business, Engineering, Sciences, Planning or equivalent experience/advanced degree
- Proven strength in structured problem solving and strategic business planning, with the ability to easily identify and communicate framework to analyze issue
- Strong quantitative and financial knowledge to understand, explain, and conceptualize analyses information
- Demonstrated ability to bring new frameworks and tools to facilitate strategy development process
- Experience in providing recommendations to improve the design of annual strategic planning process for large organizations
- Excellent oral, facilitation, and written communication skills
- Ability to question and challenge colleagues including managers and partners in constructive manner
- Experience in developing and managing strong partnerships and relationships inside and outside the organization, managing conflicts, and building consensus
- Development experience and/or knowledge of global development issues and institutions, preferably working with global partners such as the WHO, GFATM, UNICEF, AGRA etc.
- Commitment to the foundation's core values, mission, and programs with an approach that is consistent with the foundation's guiding principles and holding self to the highest ethical standards
- Ability to travel up to 20% domestically and internationally
- Ability to work with flexibility, efficiency, enthusiasm, and diplomacy in a complex, demanding environment
- Self-motivated and self-managing
- A sense of humor
