REGULAR FULL-TIME EMPLOYMENT OPPORTUNITY
Under general supervision, is responsible for systems analysis, design and programming in close cooperation with user departments and project development teams; revises, improves, tests and maintains existing automated systems; provides training and technical support to users regarding computer systems and business applications software; and performs other duties as assigned.
Senior Programmer Analyst is the journey-level position in the programmer analyst series. Incumbents work under direction and are expected to demonstrate full working knowledge of software design, state-of-the art programming techniques, and systems analysis. Incumbents perform programming, analysis and/or data base administration assignments on a wide range of moderately complex municipal projects. This classification differs from the next lower classification of Programmer Analyst in that the latter is responsible for programming and analysis assignments of limited scope and complexity. Incumbents in the Senior Programmer Analyst may provide lead direction and training to the Programmer Analyst. This is an alternatively staffed position.
This Senior Programmer Analyst is further distinguished from the next higher level classification of Principal Programmer Analyst in that the latter is an advanced journey-level classification performing programming, analysis and/or data base administration assignments on a wide range of highly complex municipal projects. The Principal Programmer Analyst may also provide lead direction and training to the Senior Programmer Analyst.
Essential Job Functions:
(May include, but are not limited to, the following: ) Analyzes program specifications to develop logic and requirements for detailed programming.
Writes programs using structured programming techniques, standard languages, and third-party software packages.
Extracts data from business systems and prepares custom and routine reports in requested format.
Maintains existing systems by making necessary application updates, changes or enhancements.
Designs, creates and tests new systems of varying scope and complexity.
Perform system administration duties, including, database maintenance, verifying system back-ups, updating anti-virus software, resetting log files, and managing disk space.
Develops detailed application test cases and debugs all aspects of applications assigned.
Develops and implements comprehensive system test cases to ensure accurate and viable results.
Prepares documentation for systems and applications, and other associated documentation according to standards.
Performs routine recurring processes related to major computer software applications, related system software and database management systems.
Assists in the development of operations procedures manuals and trains staff in the use of new or enhanced systems.
Analyzes user needs and requests to determine appropriate program, system, report, or procedure changes.
Responds to City staff service requests related to major computer software applications, related system software and database management systems.
Develops and conducts in-house training for City staff in the use of new or enhanced software applications.
Provides system support for users, using various in-house and third-party applications, as needed.
Analyzes and evaluates new software packages and provides detailed recommendations concerning acquisition.
Designs, develops, and maintain systems and applications for the City's internet website.
Performs other related duties as assigned.
Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine motor coordination in using a computer keyboard. Additionally, the position requires both near and far vision in using a computer monitor and conducting training sessions, color vision is required to accurately interpret visual displays. Acute hearing is required when communicating by phone and in person. The need to lift, drag and push equipment and materials weighing up to 25 pounds is also required. Education and Experience:
The minimum qualifications for education and experience can be met in the following way:
Senior Programmer Analyst:
A Bachelor of Science degree in Computer Science or related field and four (4) years experience in business systems programming, database maintenance, and/or programming using computer software tools.
A Masters of Science degree in Computer Science or related field may be substituted for one year of experience.
Knowledge, Skills and Abilities:
Working Knowledge of: Industry standard computer programming languages.
Structured programming methods.
Computer database software tools.
Standard program documentation formats such as code and decision tables, input and output layouts, screen formats and data dictionaries.
User interface and relational database designs.
Network applications and system analysis.
Uses and limitations of software applications. Senior Programmer Analyst:
Thorough knowledge of the above, plus working knowledge of: Programming languages used by the City, such as: Microsoft Visual Basic, Oracle database, and Windows SQL.
The programming of integrated database, relational database management systems and web-based systems.
Computer reporting tools.
Programmer Analyst/Senior Programmer Analyst:
Ability to: Effectively analyze available data and program code, and develop logical solutions to programming problems.
Develop and implement new systems of varying scope and complexity.
Learn and recall programming details and appropriately apply these details to new programming needs.
Develop effective test and debugging procedures.
Develop clear and concise layout for output reports.
Effectively explain computer procedures to system users both orally and in writing.
Coordinate a wide-variety of information technology projects.
Interpret a variety of instructions provided in written, oral, diagrammatic or schedule form.
Maintain the security of confidential data.
Establish and maintain cooperative and effective relationships with those contacted in the course of work.
Ensure that the City's philosophy of customer service is understood and carried out in all forms of communication.
Observe safety principles and work in a safe manner.
Prepare clear and concise written reports.
Follow written and oral instructions.
Learn programming languages, reporting tools, integrated database, relational database management systems and web-based systems, used by the City, as related to assignment.
Perform related duties, as required. Licenses/Certificates:
Possession at time of hire and continued maintenance of a valid California driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
Willingness to: Work irregular hours on short notice. DESIRABLE QUALIFICATIONS Work experience in the public sector
Knowledge of municipal computer applications including Finance System, Permit, Processing systems, Public Safety systems, and Geographic Information systems (GIS).
Working knowledge of Unix, Unix Shell, Microsoft ASP.Net, C, SQL Server.
Working knowledge of reporting tools, such as Crystal Reports and Crystal Enterprise Server.
