The Department of Behavioral Health and Developmental Services' Office of Information Services and Technology (IS&T) is seeking a highly skilled professional to serve in a lead capacity and works with senior systems staff to analyze and document requirements; design application user interfaces; translate requirements into efficient code; develop test plans and test completed programs and modules; communicate with business users and senior IT staff concerning requirements, technical needs and issue resolution; provides technical support for production applications as appropriate; provides guidance and leadership on industry technical trends; provides mentoring and guidance to junior level programmer analysts. Provide design specifications programmers and ensure specifications are clear, concise and meet the needs of the data owner. The position provides support for both internal and external customer facing projects. Works closely with business unit application users as appropriate and with all roles in Information Services & Technology.

Minimum Qualifications
Strong technical skills to include .NET; database design; MS SQL Server Integration Services; MS SQL Reporting Services; writing MS SQL server stored procedures, functions, etc; Java a plus. Well organized with the knowledge of industry standard development processes. Knowledge of SDLC approaches and Agile. Knowledge of behavioral healthcare or healthcare. Excellent verbal and written communication skills, including active listening skills. Demonstrated effectiveness in building rapport and relationship with peers and staff at all levels in the organization including executive management. College degree in information systems technology or equivalent combination of course work, experience and training in computer systems concepts and design. Working knowledge of current and legacy generation computing environments and knowledge of current approaches and programming philosophies. Previous experience should include system development lifecycle topics such as system requirements, system design, system analysis, data structures, data concepts, project management, contract management, and system security and sizing. Prior experience as a programmer analyst.

Preferred Qualifications
Healthcare experience desired. Experience in a software development, testing, training and/or other IT technical capacity desired.
