Senior Software Developer

Department Summary: The High Cost IT Support Department provides support for critical business functions through the development, implementation, testing and maintenance of application systems. In particular, the department develops and maintains application systems which collect data and compute disbursements in support of the High Cost Program component of the Universal Service Fund. The High Cost Program provides telecommunications funding to carriers who serve high cost areas of the U.S. and territories.

Senior Software Developer J ob Duties:
Responsible for supporting critical business functions through the development, implementation, and maintenance of applications and systems to collect data and process disbursements. Duties include:

Contribute software development expertise to multiple projects and ensure that specifications are met;
Design, code, test, debug, maintain, and document software applications;
Work on design and development of scripts and tables in Oracle Database.
Follow established software development standards and procedures and contribute towards their improvement;
Develop complex application features and create technical designs;
Participate in peer code and design reviews;
Develop and debug Crystal Reports;
Coordinate with departments and users in the support of business applications;
Represent the IT department in terms of software development expertise in coordination with other departments;
Analysis, development and debugging on MS Access system;
Configuration, support and maintenance of the JBoss, Apache and Tomcat servers;
Work on Linux environment to support the applications running on servers;
Develop and debug complex PL/SQL queries;
Work with complex relational databases and write complex queries;
Develop and design complex views, DB constraints, table structures;
Configuring and debugging on coreId servers;
Involved in support and debugging of issues related to networking, hardware issues;
Involved in Architectural level design to design the system implementation; and
Design and develop GUI front end screens

May telecommute, but must work at employer’s Washington, DC office several times per month.

Minimum Requirements:
Bachelor’s degree in Computer Science, Electrical or Electronic Engineering or related field (or foreign equivalent degree), plus 3 years of software development experience.

Experience must include 3 years in each of the following areas:

Application development using Java, J2EE, EJB 3+, Hibernate 3+, JMS, JSF, JBoss 4+;
Web application development;
Working with Oracle 10g+, RDBMS concepts, Design Patterns, and Object Oriented Design and Architecture;
Integration of application software and RDBMS;
Experience with PL/SQL, Apache and Tomcat servers, and Linux;
Experience preparing technical documentation.

Experience must include 2 years in:
Working with networking and system engineering concepts;
Working with scripting languages;
Working with Crystal Reports and MS Access.

Experience may be gained concurrently.
