Provide systems engineering, analysis, and design support for developing and implementing program strategies for NSWCDD and/or Tenant Activity programs.
Provide systems engineering analysis for technology areas relating to systems development. Conduct systems engineering analysis to identify and convey recommendations regarding system design, development, interoperability, functionality, and requirements development analysis, as well as participating in developing recommendations and incorporating program initiatives into the overall systems engineering process. Participate in concept development, implementation, and assessment; requirements development and analysis; training concepts and plans; doctrine development; and systems integration.
Ensure the program acquisition process is in accordance with DoD Directive 5000.01 and DoD Instruction 5000.02, to properly support the transition and establish selected capabilities as Programs of Record Systems or in support of existing fielded military system modernization requirements.
Participate in technical and programmatic liaison support between various program participants, including government and/or industry teams, associated joint program development activities, national and naval engineering laboratories, and international organizations.
Participate in coordinating engineering, technical developments, system integration efforts and required trade studies. Support both the technical and programmatic aspects of the Science and Technology (S&T) / Research Development Test and Evaluation (RDT&E) portfolio of programs managed by NSWCDD/Directed Energy Warfare Office (DEWO) in the general area of Directed Energy (DE), with an emphasis on concept development; technology innovation, analysis, and evaluation of alternatives; systems architecture; cost-benefit analysis; international cooperative testing and information exchange, interoperability with existing and future Navy and Joint C4I (Command, Control, Communications, Computers, and Intelligence) systems; evaluation of existing and future policy requirements; and evaluation of concepts and technologies for countering adversary DE capabilities. Attend and participate in technical and programmatic meetings, support for integrated product teams; development and presentation of briefings both internal to NSWCDD as well as externally at Office of the Secretary of Defense (OSD) meetings, conferences, and potentially international venues; formulation of strategies for programmatic initiatives and proposals; and development of white papers, trip reports, and technical reports on activities in support of this contract.
Conduct investigations on program/project performance requirements, standards, concepts, and technologies for applicability to designated programs.
Participate in the integration of technical, programmatic, and operational concepts and plans into program strategies. Develop draft concept, doctrine, presentations and position papers as directed by the government and in accordance with applicable requirements.
Provide other technical and programmatic support such as, but not limited to: concept of operations, design reference mission, and operational situations development; liaison with systems engineering boards and integrated product teams; identification of technical and programmatic requirements, including cost and schedule risk areas; and analysis of potential cost avoidance efforts.
Provide technical support to systems engineering efforts involving modeling and simulation from initial concept through design and development. Participate in modeling and simulation requirements definition.
Provide advice on how other systems engineering level organizations are dealing with modeling and simulation issues.
Minimum of ten (10) years of relevant experience in technical programs directly related to the responsibilities listed and similar in technical difficulty and complexity.
Minimum of three (3) years of supervisory experience.
Thoroughly familiar with Navy programs and have experience in reviewing, analyzing, and assessing the technical work of other engineers and technicians pertaining to the responsibilities listed.
Must be able to successfully obtain an Active Security Clearance - Secret Level
Bachelors Degree in Engineering or Computer Science from an accredited college or university.
Master's Degree in Engineering Computer Science from an accredited college or university.
