Project Overview: The TECS-Modernization (TECS-M) Software Design/Development program is providing a modern IT system for investigative case management. The project is 5 years duration (from October 2011). It is being performed in Downtown DC (800 K St NW), which is a two block walk from either the Gallery Place or Metro Center transit stations. The program uses technologies such as SharePoint, WebSphere, and Oracle, and is being developed through the Agile SCRUM method.

Background: This Agency investigates immigration crime, human rights violations and human smuggling, smuggling of narcotics, weapons and other types of contraband, financial crimes, cybercrime and export enforcement issues. Special agents conduct investigations aimed at protecting critical infrastructure industries that are vulnerable to sabotage, attack or exploitation.

Position Background: The candidate will be a member of the software test team for the Case Management Modernization (CM-M) development program.

Duties:
Using HP Quality Center for managing all software test artifacts
Automated testing using HP QuickTestPro
Working with developers and users in an Agile development approach
Evaluating requirements for testability and understandability, and interacting with the system engineering team to clarify requirements
Developing test scenarios, test cases, and test procedures for all User Stories assigned to a development sprint
Collaborating with the system engineers, developers, Government peers, and the product owners to ensure test cases are complete and valid
Developing test harnesses, test data, and other test tools using SOAP UI, Oracle Viewer, or other tools, as required
Performing functional and regression tests, and documenting any defects in the project defect tracking system
Demonstrating functionality to the product owners to resolve user stories or close defects
Attending daily SCRUMs
The candidate must have good technical writing skills so that authored test artifacts require minimal technical editing; and be comfortable giving presentations to small teams. Also, the candidate must have proven experience working in a fast paced development environment where team building and cooperation are as important as their technical skills.

Required Experience:
8+ years’ experience participating in software test activities
6+ years’ experience developing test related CDRLs and documents for delivery including: System Test Plans, System Test Procedures, 508 Compliance, Security Test Plans, Security Test Procedures, and Test Reports
2+ years’ experience with HP Quality Center test management tool
2+ years’ experience with HP QuickTestPro for test case automation
Good communication skills, and comfortable interacting with the customer and giving demonstrations of the product in development
US CITIZENSHIP WITH THE ABILITY TO OBTAIN A SECURITY CLEARANCE.
Experience working with developers to define test scenarios and test cases
Experience working with customers to demo test cases
Experience capturing and reporting testing results

Desired knowledge and experience includes:
Developing 100% automated regression tests
Good team interaction skills
Development or test experience with web-based applications (forms, workflow), XML, Java/J2EE, SharePoint, Lucene search technology, Oracle database interfaces
Experience with performance/load/stress testing (including configuring a performance test tool such as HP LoadRunner to simulate hundreds of concurrent users)
Experience with data interface testing, data mitigation testing, 508 testing, and security testing
Experience with Agile SCRUM
Prior experience with DHS Immigration and Customs Enforcement (ICE) and the ICE System Lifecycle Management (SLM) processes
Existing Secret clearance, or an equivalent clearance with US Government civilian agency

Required Education (including Major):
Bachelor’s degree in Computer Science, Information Systems, Systems or Software Engineering, Mathematics, Scientific or Communications. Other degree programs may be considered as an alternate.
