The Test and Evaluation Organization of AMERICAN SYSTEMS currently has an opening for a Senior Test and Evaluation Engineer to support the Operational Test and Evaluation Force (OPTEVFOR) in Norfolk, VA.
The candidate shall provide technical, analytical, administrative and material support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR). The candidate shall provide support in evaluating the operational effectiveness and suitability of the customer's systems during structured multi-service operational test & evaluations which includes: review program documents, TEMP, request for proposals, ILSPs, OT plans, Integrated test plans, final reports in accordance with 6 Part Paragraph (6PP) processes and procedures, Integrated Evaluation Framework Database population and VCD related documentation.
Documentation Review: review program documentation, including Top Level Requirements (TLR), Required Operational Capability (ROC), Projected Operational Environment (POE), Concept of Operations (CONOPS), Mission Needs Statements (MNS), Test and Evaluation Master Plan (TEMP), Capability Development Document (CDD), Capability Production Document (CPD), Navy Training Plan, manning documents, Program Acquisition Logistics Support Plan (ALSP), DT Test Plans, DT Test Reports, LFT&E Test Plans and Reports, training manuals, operator and maintenance manuals and provided comments. Review all applicable U.S. Navy and U.S. Marine Corps policy documents including Surface Navy Fleet Operational/Tactical Doctrine, Sea Power 21, Operational Maneuver from the Sea (OMFTS), Ship to Objective Maneuver (STOM), Sea Basing Joint Integrated Concept (JIC) and Sea Based Logistics. Reviews support greater understanding of the acquisition and operational test feasibility, and also aid in providing feedback for test planning.
Test Planning Support: assist in the development of Critical Operational Issues (COIs) for Operational Assessments (OA, Initial Operational Test & Evaluation (IOT&E) and Follow-On Test and Evaluations (FOT&E) and compile data necessary to draft the tests (both integrated and operational). Provide technical comments on changes made to the draft test plan (both integrated and operational) during staffing at COMOPTEVFOR. Provide support in conducting liaison with developing agencies, Navy laboratories, Navy Operational Commands, other U.S. Government agencies and hardware/software contractors to ensure that OT&E requirements are adequately addressed to permit timely and effective testing. Conduct background research and provide analytical support and recommendations for the development of data collection plans for testing the operational effectiveness and suitability. Draft comments for all applicable portions of TEMP. Devise test matrices and procedures to satisfy COMOPTEVFOR testing objectives.
Test Operations Support: attend program review meetings with OTD and provide post trip reports, apply analytical and technical rigor where applicable. Assist OTD as required in briefing test participants; emphasizing the objectives of the test event and specific data-gathering requirements for each participant. Observe demonstrations / test events as appropriate with OTD, collect test data and provide technical reports.
Test Analysis and Reporting: perform data reduction and preliminary analysis of data to ensure data validity prior to more detailed data processing in accordance with 6PP processes and procedures. Correlate data using appropriate statistical techniques to analyze operational effectiveness and suitability tests. Provide follow-up assistance as necessary on test reports and briefs.
Program Management Support: provide the OTD with a monthly report including the progress of work on assigned tasks, conferences/meetings attended, work plans and the expenditure of funds and labor hours during the month.
