The Senior Warfare Systems T&E Analyst shall provide technical, analytical, and administrative support to COMOPTEVFOR in the definition, planning, conduct, analysis, and reporting of structured assessments conducted by the Information Assurance and Interoperability (IA&IOP) Assessment Program.
The candidate will review program documentation and provide comments, including but not limited to:

Comments may take the form of Comment Resolution Matrix spreadsheets and presentations. Assist in the development of critical operational issues (COIs) for operational assessment of IA&IOP during Combatant Commander (COCOM) and US Navy exercises. Additionally, assist in the compilation of data necessary to draft the test plans to support the assessments. Conduct background research and provide analytical support and recommendations for the development of data collection plans for assessment of IA&IOP performance of systems and process during conduct of exercises. Devise test matrices and procedures. Determine data reduction / reconstruction requirements (including hardware and software resources necessary for the collection and storage); identify the facilities which can provide this processing; and prepare appropriate documentation to support the required service(s). Provide technical comment on changes made to the draft test plan during staffing at COMOPTEVFOR. Perform data reduction and preliminary analysis of data to ensure data validity, prior to more detailed data processing. Correlate data using appropriate statistical techniques to analyze assessment data. Draft Final Assessment Report, per COMOPTEVFOR guidance, following the iterative Systems Evaluation Review Board process. Provide follow-up assistance as necessary on Final Assessment Reports and associated briefs. Provide support in conducting liaison with developing agencies, Navy laboratories, Navy Operational Commands, and other U.S. Government agencies to ensure that requirements are adequately addressed to permit timely and effective assessment conduct. Must be familiar with COMOPTEVFOR's OTD Manual, 6PP writing format and development of OT Frameworks.
The candidate must have the following: Bachelor's Degree in related field or equivalent and 10+ years related experience. Master's Degree preferred. DT, IT, OT&E. and FOT&E experience. Knowledge of DoD/DoN T&E instructions and policies.
Experience in OTD at COTF within the last 5 years.
Military experience highly desirable. Experience in military exercise planning. OT Framework Course completion.
Must possess a Secret clearance with the ability to obtain a TS/SCI.
