Production Engineer (Run Plant Engineer)

. The main purpose of the Run Plant Engineer for Site Logistics will be to act as a technical resource for the safe and efficient operation of the Site Logistics facilities. This role consists of providing support for the Polyethylene 3, Polyethylene 4 and APP Logistics facilities in Freeport, Texas. The successful candidate is expected to apply technical skills to optimize operations, assist in advanced troubleshooting and resolve issues to achieve and maintain excellent EH&S performance, maximize asset utilization, ensure product quality and deliver low cost to serve.

Primary responsibilities include:
Focal Point for Operate Plant Work Process (OPWP) for Plastics Site Logistics (PSL).

Provide leadership to achieve and sustain excellent EH&S performance.

Attend the daily metrics meetings to ensure the SL groups are coordinated in their day-to-day activities.

Provide technical support and coaching to Site Logistics operations.

Regularly tours the plant and identifies equipment or situations that need maintenance attention. Ensures that the plant is maintained in good condition. Maintains a list of items that need attention/repair during shutdowns.

Regularly monitors the operation of equipment to ensure it’s safe operation within normal operating parameters.

Establish and implement tools and methods to document fixes to recurrent failures on PSL packaging lines for the purpose of building a fully functioning troubleshooting guide to improve reliability of PSL equipment.

Coach shift personnel on plant operations and troubleshooting skills.

Help reinforce the use of job procedures, sampling protocol, EH&S and area policy, etc. Documents examples of exceptional or poor performance and communicates these to the plant Operations Leader and/or Process Leader

Relays critical operational, safety, environmental, or quality information as necessary to operators as needed through tailgate meetings and daily OD meetings

Assists operating personnel in troubleshooting and correcting quality or environmental problems.

Identify and lead optimization efforts for site logistics operations and assets.

Perform advanced troubleshooting and investigations as required on PSL equipment, quality events, EH&S events, etc.

Participate in the PSL Improvement Team working with our Project TA

Serve as Manufacturing Rep on capital and large expense projects, and lead implementation of some expense projects.

Responsible to assure the PSL Improvement Team is operational.

Owner and administrator of the PSL Opportunity Tracking System database.

Serve as Site Logistics contact for business and Site Logistics improvement groups and projects. Provide guidance and support to the Project TA role.

Identify and scope Site Logistic improvement opportunities.

Own the Corrective and Preventative Action and Investigations ODMS sections and work to assure compliance and to make improvements in our work process.

Participates in or leads safety, environmental, and quality investigations as requested by the Operations or Technical Leaders.

Completes corrective actions as assigned, and communicates delays in completing corrective actions in a timely manner.

Identifies areas for improvement in the day-to-day operation of the plant, and implements changes as appropriate.

Uses the management of change system when implementing changes.

Manage RCI work process to assure RCI’s are being performed per RCI Triggers as identified in Global, Business and Area RCI Trigger Criteria.

Manage Corrective & Preventative Action documentation

Assure EAT documentation is adequate for investigations

Drive Process Safety in all we do at PSL

Perform the following process safety focal point roles for PSL.

Reactive Chemicals Coordination

Process Safety Resource

Reactive Chemicals Technical Resource

Perform Loss Prevention Principles (LPP) Gap Assessments and LOPA Analysis with help of Technology Center expertise as needed.

Lead and implement LPP gap closure activities for Site Logistics operations and assets.

Responsible to work with Production Planner to analyze and assure proper entry of the Asset Utilization (AU) data into the AU data tool daily.

Work with the Maintenance Reliability and Maintenance Engineers to:

Create and maintain a Top Opportunity List for PSL based on cost and AU analysis

Annually update the PSL Facility Reliability and Maintenance Strategy

Create, Upgrade and Maintain Equipment Maintenance strategies

Own and Manage the PSL Budget Process

Analyze and manage prime controllable cost monthly

Work with Production Leader to assure costs are in control

Explore unusual cost elements and work to assure costs are distributed properly

Work with ADMIN and cost accountants as necessary to assure corrections are made and follow up to see if done properly

Work with accountant monthly to assure proper accrual of expenses

Work with Maintenance to perform Annual ABB budgeting process with assistance of Plastics Site Logistics Leader’s input and approval.

Work with area Gatekeeper and Maintenance Reliability/Maintenance Engineers to get TA items identified and input into ABB tool

Work with area personnel including TICA to identify greater than $25M extraordinary line items for input into the annual budgeting cycle

Work with TICA to assure that BOPs for capital projects are complete, identified in tracking tools, and submitted to GIL annually for the budgeting cycle.

Have or obtain Six Sigma Green Belt Certification and support area Six Sigma Objectives:

Lead Black Belt (BB) or Green Belt (GB) projects to improve key performance metrics and reduce structural and or incremental costs of operations.

1. EH&S Performance

Lead various EH&S gap assessments and closure activities. Complete LPP gap closure plan activities per timelines outlined in compliance plans.

Lead/participate on EH&S incident investigations. Complete RCI certification process. Ensure RCI's meet effectiveness targets.

Manage Corrective & Preventative Actions and Investigations section of ODMS for PSL.

2. Customer Service

Provide technical support and advanced troubleshooting on Site Logistics assets and implement long term solutions positively impacting critical customer requirements.

3. Low Cost to Serve

Lead Six Sigma projects as Defined by PSL Six Sigma Champion.

4. People Centric

Support PSL Site Logistics Improvement Team. Achieve 75% meeting participation and improve utilization of Opportunity Tracking System (OTS) tool.

Ensure timelines for capital planning and budgeting process are met in conjunction with business TICA organizations.

Qualifications

Bachelor's degree in Engineering required; Mechanical is preferred.

Prefer candidates with 2+ years of manufacturing or site logistics experience.

The job requires excellent interpersonal and problem solving skills coupled with a strong technical background.

This individual must be a team player with a high level of initiative who can work with cross-functional teams and multiple businesses.

Working knowledge of Global Project Methodology, TICA process, Small Project Process, Global Maintenance Work Process (GMWP), Global Reliability Work Process (GRWP), Operate Plant Work Process and Material Flow Work Process is a plus.

The typical work schedule for this job is a 9/80 schedule (alternating Fridays off). A 4-10 schedule is available as an alternative to match up with Plastics Maintenance schedule. There will be minimal travel requirements for this position. The candidate must be willing to provide technical assistance after hours and on weekends if necessary.

A minimum requirement for this U.S. - based position is the ability to work legally in the United States on a permanent basis (must be a U.S. citizen, U.S. Permanent Resident or qualifying Asylee / Refugee).
