This position is responsible for the supervision and management of several units including: Distribution and Collections; Financial Institution Data Match/Non IV-D/Tax Offset; Electronic Funds Transfer (EFT), General Administration and Budget Administration and Oversight. Supervisory functions include case specific financial issues, collection, distribution and disbursement of child support payments, system balancing, administrative functions including purchase orders, invoices, contracts, etc. Position will assist with federal and state audits and have oversight and approval of federal reporting. Work involves planning and accomplishing long-range objectives, reviewing objectives and service delivery needs recommended by subordinate staff and based upon this input formulate work plans to meet the overall objectives of the Child Support Program, the Division and the Department. Position ensures that objectives and operations are consistent with State and Federal regulations which govern the administration of the Child Support Program. Position assists the Budget Office with preparation of annual budget estimates, including incentive projections, and monitors program specific budget items. Work is performed under general supervision and is subject to review and evaluation through conferences, audits and post-audits, personal inspections, written reports and public acceptance.

Knowledge, Skills and Abilities / Competencies:

Ability to plan, manage and direct child support financial and administrative services including: collection, distribution and adjustment of child support payments; payment of invoices; contracts administration. Ability to understand and provide details regarding financial/fiscal matters related to child support. Demonstrated knowledge of Child Support Program federal and state regulations or other social services programs; skill in the evaluation and analysis of social services programs; skill in establishing and maintaining effective working relationships with Federal, State and local agencies as well as clients, the general public and private service providers; strong leadership skills in managing a staff of professional and support positions; ability to understand the Child Support computer system, ACTS and other information technology solutions/software as it relates to the Child Support Program; ability to effectively communicate in writing and verbally; ability to effectively use office software such as Microsoft Word Excel and Power Point; ability to use the Client Services Data Warehouse.

Additional preferred: Experience in the NC Child Support Program, knowledge of basic accounting principles and practices.

Physical Requirements (ADA): No special requirements. This position will perform duties in an office setting with no heavy lifting.

Minimum Education and Experience Requirements:

A master's degree in Social Work or Public Administration and five years of experience in a human services field including three years in a supervisory or managerial capacity; or graduation from a four-year college or university and seven years of experience in a human services field including four years in a supervisory or managerial capacity; or an equivalent combination of education and experience.
