This position is responsible for the oversight and coordination of the Program Integrity activities within these programs. This position provides professional consulting and technical support to ensure that county and state staff receive clear, concise and accurate program policy. This position serves as the liaison between county departments of social services and other state and federal agencies concerning issues around program integrity, fraud and misuse of benefits. This position provides training for county investigators at Program Integrity Network Meetings and represents the Section in workgroups and meetings regarding program integrity issues. This position coordinates the development of procedures and processes for investigations, and prepares and submits quarterly reports to USDA-FNS regarding the status of claims. This position must be proficient in the use of EPICS, the claims tracking system, and works with NC FAST staff to ensure the system supports policy and data collection requirements.

Knowledge, Skills and Abilities / Competencies:

Employee must have thorough knowledge of the Food and Nutrition Services Program as well as a working knowledge of Crisis Intervention and Low Income Energy Assistance Programs (LIEAP). Excellent writing skills and strong verbal communication skills are required. Individual must have the ability to work as part of a team and support the goals of the Division and the Department. Individual must have a high degree of self discipline to assure that work is done accurately and deadlines are met. Individual needs to be able to establish an effective working relationship with staff in county departments of social services, as well as with federal, state and local agencies that work in partnership with the Food and Nutrition Services and Energy Programs.

Additional preferred : An individual who has FNS, WFFA, or Program Integrity experience and are proficient in EPICS.

Minimum Education and Experience Requirements:

Graduation from a four-year college or university and four years of experience in eligibility determination/investigation in AFDC Medicaid, or Food Stamp programs in a county department of social services or at the State office level, one of which must have been in a supervisory or consultative capacity; or graduation from a four-year college or university and four years of experience in a combination of social work and eligibility determination, one of which must have been in a supervisory or consultative capacity in the area of eligibility; or high school graduation and eight years of experience in eligibility determination in AFDC Medicaid or Food Stamp programs in a county department of social services or at the State office level, two of which must have been in a supervisory or consultative capacity; or an equivalent combination of education and experience.
